About this file
This is a Schedule of Quantities and Prices exhibit for Invitation for Bid (IFB) OP145870 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of walk-behind auto scrubbers for bus and rail operations. The solicitation requires the supply of 12 new walk-behind auto scrubbers (Ice Cobotics 128BTL-CY model) with an expected delivery timeline of 180 days, along with operator and mechanical/electrical maintenance training totaling 4 hours to be completed within 30 days of scrubber acceptance. Bidders must submit firm unit prices and lump sum prices on the provided form, with all pricing to include overhead, profit, applicable taxes, tariffs, insurance, and other expenses. Approved Equal substitutions are permitted subject to LACMTA's written approval, with requests required by November 4, 2026, at 5:00 p.m. PST, and LACMTA reserves the right to request product samples from bidders.
The pricing structure includes unit prices for the scrubbers and training services, with extended prices calculated by multiplying unit prices by quantities. The total bid price must account for a 10.25 percent sales tax, freight costs, and all other inclusive expenses. Bidders must complete all pricing fields; blank unit or total prices may render a bid non-responsive unless the missing values can be calculated from provided information. The contract total encompasses the completion and acceptance of all services as specified in the Schedule of Quantities and Prices and related contract documents, with the final bid price to be submitted in dollars on the form signature page.

EXHIBIT 2
SCHEDULE OF QUANTITIES AND PRICES
IFB OP145870
WALK BEHIND AUTO SCRUBBERS FOR BUS AND RAIL OPERATION
The Bidder shall submit its firm unit prices and lump sum prices for the Services set forth in the Bid and described in the IFB on the following form entitled SCHEDULE OF QUANTITIES AND
PRICES.
The quantities shown on the SCHEDULE OF QUANTITIES AND PRICES are based on the best information available at the time the IFB was issued, and are used for the purpose of evaluating the Bids.
In the case of items for which a fixed dollar amount predetermined by LACMTA has already been entered on the SCHEDULE OF QUANTITIES AND PRICES, the dollar amount so entered shall be binding on all Bidders as the price for such item; said dollar amount shall not be revised unless LACMTA directs a Change in the Services affecting the item to which said dollar amount relates.
Unit prices, lump sum prices, and other values must be entered in the appropriate spaces provided in the SCHEDULE OF QUANTITIES AND PRICES. Unit prices must be multiplied by the quantity shown and the total inserted in the "Total Price" column. The "Total Prices" must be added together in arriving at the "Total Bid Price". The Total Bid Price shall be for the completion and acceptance of all Services listed in the SCHEDULE OF QUANTITIES AND PRICES as required by the Contract.
The unit prices and lump sum prices must conform to their respective requirements and parameters as specified in the Scope of Services. They also must be inclusive of all costs for the Services specified in other Contract Documents, including the proportional costs for overhead, profit, all applicable taxes, tariffs, insurance and other expenses of the Contractor, Subcontractors, and Suppliers of all tiers.
Should any unit price be left blank, the Bid will be considered non-responsive unless the blank item can be calculated from the information available (i.e., unit price can be determined by dividing the total price by the estimated quantity).
Should any total price be left blank, the Bid may be considered non-responsive unless the blank item can be calculated from the information available (i.e., total price can be determined by multiplying the unit price by the quantity).
APPROVED EQUALS:
Unless otherwise provided in the Specifications, reference to Goods or patented processes by brand, trade, name, make, manufacturer, or catalog number shall be regarded only as a means of establishing a standard of quality. Such references shall not be construed as limiting competition. Contractor may, at its option, use any Goods or process that is equivalent to that named subject to the prior written acceptance by LACMTA.
Bidders seeking LACMTA’s authorization for substitution of Goods or processes are required to submit a written request for an “Approved Equal” substitution together with literature, data and specification sheets as evidence of compliance with the item specified below no later than November 4, 2026, 5:00 p.m PST. Bidders are required to submit the request and substitution is solely within the discretion of LACMTA. LACMTA shall be the sole judge of the quality and suitability of proposed alternative Goods or processes subject to the right of LACMTA to accept or reject such alternative.
If LACMTA determines that testing or other investigation of the alternate product cannot be accomplished prior to the completion of the current solicitation’s evaluation period, LACMTA shall not delay award of the Contract. In such case, if the alternate product is subsequently found to be an Approved Equal, it will be included for award consideration in the next solicitation that LACMTA conducts for the same requirement.
Approved Equal request(s) received later than the time and date specified above shall not be considered for Approved Equal evaluation and shall not be considered for Contract award.
Bidders will be invited to submit samples upon the request of Metro.
Please refer to Letter of Invitation (LOI), Section LOI-14 - Critical Dates.
