About this file

This is an Exemption from Competitive Procurement form submitted by Pierce County, Washington's Information Technology Division. The County seeks a sole source procurement exemption to engage Infor Global Professional Services for professional services related to enhancements, system configuration, and workflow improvements. The exemption is based on the proprietary and licensed nature of the Infor software platform, which is exclusively available through Infor as the single authorized vendor. No alternative vendors are authorized to provide equivalent products or associated implementation services that integrate with Infor's platform. The exemption was approved by Jason Buckingham, the approving authority, on February 6, 2026, and will be posted for 10 business days in OpenGov as required by County procurement procedures.

The estimated cost for the professional services is $338,830.22, with no federal funding included in this request. The proposed vendor, Infor Global Professional Services, is located at 13560 Morris Road, Suite 4100, Alpharetta, Georgia 30004-8995, and can be contacted at (678) 319-8000 or ross.trousdale@microsoft.com. Supporting documentation for the sole source justification includes a 2026 Infor Public Sector Sewer Billing Work Order. The request was submitted by Eloise Pawlak in the Information Technology Division and will be forwarded to Procurement and Contract Services for processing, with the approved exemption to be entered into the appropriate procurement system prior to contract execution.
