Assurance
Project Description: The Illinois Department of Early Childhood (IDEC) is undertaking a comprehensive, multi‑product modernization effort in FY27, including enhancements to childcare subsidy systems, licensing and finder services, early intervention (EI) platforms, the IDEC Data & Analytics Hub, customer relationship management (CRM), customer service solutions, and grants management. These initiatives follow a steady, quarterly release cadence and require coordinated quality assurance activities across several product teams, technology platforms, and integration points. The QA effort ensures that all products meet functional, data, performance, and security expectations while supporting a seamless and reliable experience for families, providers, and internal users statewide.
To support this complex environment, IDEC will engage contracted Junior and Senior QA/Application Testing Specialists to execute structured testing activities, lead test planning, validate integrations, and ensure alignment with Illinois DoIT’s established QA methodologies, tools, and standards. The QA team will play a critical role in maintaining test documentation, participating in CI/CD pipeline testing, supporting audit and compliance requirements, and identifying opportunities to improve quality processes across the modernization portfolio.
Through close collaboration with product, development, DevOps, data, and security teams, these specialists will help ensure that all releases are delivered with high quality, traceability, and conformance to statewide technology expectations.
Key Objectives:
• Ensure high‑quality, timely testing for all product releases by executing structured test activities, validating functionality, and supporting quarterly release cycles across childcare, licensing, CRM, early intervention, customer services, data platforms, and grants systems.
• Strengthen end‑to‑end quality across systems and integrations, ensuring accuracy, reliability, and consistency for solutions that interact across IDEC and statewide systems.
• Develop and maintain clear, comprehensive testing documentation, including test cases, test results, traceability, defect logs, and testing evidence required for governance, audit, and release approvals.
• Ensure alignment and conformance with DoIT QA and testing standards, including use of approved testing methodologies, templates, and tools such as Azure DevOps (ADO), and participation in DoIT reviews, checkpoints, and quality assurance routines.
• Integrate testing within CI/CD pipelines and DevOps workflows to support automated test execution, quality gates, fast‑feedback loops, and repeatable testing processes that align with DoIT’s enterprise practices.
• Collaborate effectively across multidisciplinary teams (product owners, SMEs, BA, developers, DevOps, security, and data teams) to ensure clear understanding of requirements, accurate defect resolution, and consistent communication regarding quality risks and release readiness.
• Support audit and compliance requirements across all products by ensuring testing artifacts, defect records, traceability matrices, and release documentation meet the evidence standards required by state, federal, and DoIT oversight bodies.
Start Date: 7/172026 End Date: One year after execution date.
