Federal Emergency Management Agency
About this file
This is a local consent agreement template used within the Counter-Unmanned Aircraft Systems (C-UAS) Grant Program administered by the Federal Emergency Management Agency (FEMA). The document serves as a mechanism for State Administrative Agencies (SAAs) to obtain formal consent from local governmental entities before retaining and allocating C-UAS Grant Program funds at the state level. The template requires the local government official to authorize the SAA to retain a specified dollar amount at the state level and utilize designated funding for services provided to local government agencies, management and administrative costs, or other related expenses. The consent applies exclusively to a single fiscal year and is contingent upon the understanding that the local government entity will receive state support aligned with identified plans or purposes for both planned events and emergency threats through mobile, scalable, and sustainable public safety capabilities.
The C-UAS Grant Program for Fiscal Year 2027 distributes $250 million across all 56 states and territories with prioritized focus on building national detection and response capacity and supporting the 2028 Summer Olympics and Paralympics in Los Angeles, designated as a National Special Security Event (NSSE). Eligible recipients include state governments and their subrecipients authorized to purchase unmanned aircraft system detection, identification, monitoring, tracking, and mitigation (DIMT-M) technologies. Applications were submitted through FEMA Grants Outcomes (FEMA GO) during the October 28, 2025 to December 5, 2025 application period, with award notifications made via FEMA GO requiring acceptance within 60 days of notification or risk forfeiture. Project scoring incorporates effectiveness based on proposed training and equipment as well as prioritization for locations hosting events of national significance, with funding allocation based on location risk multiplied by project effectiveness. Financial records must be retained for at least three years from submission of the final Federal Financial Report in accordance with 2 C.F.R. Part 200.
