About this file

This is Amendment 1 to a Request for Proposal (RFP) issued by the Kansas Water Office, part of the Office of Procurement and Contracts under the Kansas Department of Administration. The amendment provides clarifications and answers to vendor questions regarding Water Project Grant Technical Assistance Services. The scope of work requires contractors to provide remote and on-site technical assistance services to assess progress, compliance, and technical aspects of awarded Water Projects under the State Water Infrastructure Grant Program. The RFP closing date is October 8, 2026, at 2:00 p.m. CST, with contract performance running from January 1, 2027, through December 31, 2027, and options to renew for up to four additional twelve-month periods. The amendment clarifies that initial orientation meetings can be conducted remotely or in-person, that consultation and technical support services will primarily be delivered via email with flexibility for remote, in-person, or phone communications as needed, and that review documents and rubrics have been pre-developed by the Kansas Water Office but are open to contractor input and editing. A final deliverable is due April 30, 2027.

The amendment provides specific estimates for the volume of work, indicating anticipated reviews include 18 Water Project reviews and 26 Technical Assistance reviews, with 2 Water Project extensions and 1 Technical Assistance extension pending, for a total of 47 anticipated reviews across grant agreements closing in 2027. The Kansas Water Office anticipates most Technical Assistance Reviews will be remote, while many Water Project Reviews will require contractor travel. Cost proposals must include all travel expenses within quoted costs, and vendors are responsible for providing their own travel resources. All bidders must be registered with the State of Kansas prior to the closing date and must submit a current Tax Clearance Certificate from the Kansas Department of Revenue with their bid response. The procurement officer is Lily Lundy, contactable at 785-296-0714 or lily.lundy@ks.gov.
