About this file
This is Amendment One to a Request for Proposal issued by the Kansas Department of Transportation's Office of Procurement and Contracts for occupant protection surveys. The amendment addresses fourteen questions and answers submitted by prospective bidders regarding the scope of work detailed in the original RFP for Event Number EVT0010910. The project involves conducting occupant protection surveys across 16 designated Kansas counties during fiscal years 2027 and 2028, with data collection scheduled to occur during the summer months beginning in June 2027. The contractor will administer one summer seat belt survey at 222 observation sites and one safety corridor observational survey at a minimum of 32 high-risk road segments in FFY 2027, followed by one summer seat belt survey in FFY 2028. The RFP closing date is September 30, 2026, with written questions having been due by September 3, 2026. The contract period runs from the date of award through September 30, 2027, with an optional renewal for one additional twelve-month period contingent upon available federal funding.
Key clarifications provided in this amendment address the timing and design of surveys, cost allowances, contractor responsibilities, and data management procedures. The amendment confirms that the safety corridor survey may be conducted in May rather than June to achieve cost efficiencies, that indirect costs are allowable for the corridor survey, and that the survey redesign occurs every five years with the next redesign scheduled for completion prior to the 2027 survey cycle. KDOT will provide the 222 observation sites based on NHTSA-approved framework and site maps with complete location and traffic direction specifications, while the contractor is responsible for calculating county and site-selection probabilities and randomly assigning day, time, and traffic direction for all sites. The contractor will be responsible for notifying the Kansas Turnpike Authority and coordinating site access where applicable. Prior survey materials, raw data, codebooks, training manuals, and analytical resources will be provided to the selected contractor to the extent available, though bidders should budget for new equipment and materials as deemed necessary for survey completion.

Question
Answer
1. 25 4.3 Data collection for the Summer Seat Belt Surveys and Safety Corridor Observational Surveys are both scheduled to occur in June. Is there any flexibility to adjust the timing of the Safety Corridor Survey to May to allow for cost efficiencies with staff and equipment?
The Corridor Survey could be completed in May.
2. Cost Sheet On the cost sheet, indirect costs are not listed for the safety corridor survey. Are indirect costs allowable for this survey?
Indirect costs are allowable.
3. 25 4.2 With a two-year cycle, how often will the redesign occur, and does NHTSA have to approve the design every two years as they did the five-year designs approved in 2016 and 2021?
Redesign has been completed. The new counties will begin with the 2027 survey. The redesign occurs every 5 years.
4. 25 4.2 Should the contract change after the two-year cycle, how will the new collaborators know the probabilities calculated in the current design to be able to estimate the belted ratio and standard error?
Contractors are required to provide all data, analysis and information to KDOT as part of the contract. This would allow KDOT to pass this information along to a potential new collaborator.
5. 25 4.3 How were the 16 counties identified for inclusion in the survey? Do they represent a continuation of the current five-year sampling cycle, or will this project begin a new five-year sampling cycle?
The 16 counties identified for the 2027- 2028 survey are based on a resampling conducted under a previous contract.
This project begins the new five-year sampling cycle.
6. 25 4.3 Will KDOT provide the 222 required observation sites, or will the selected contractor be responsible for developing the sampling frame, survey design, and probability-based selection of observation sites?
KDOT will provide the 222 observation sites based on framework established by NHTSA.
7. 28 4.11 Will KDOT provide the selected contractor with the complete NHTSA-approved survey design, including:
a. Sampling frame;
b. County and roadway-segment selection procedures;
c. Site-selection probabilities;
d. Sampling weights;
e. Variance-estimation methodology;
and
f. Site substitution procedures.
Yes. Please review 23 CFR 1340 Subpart B.

Question
Answer
8. 25 4.3 The scope requires the contractor to submit county and site-selection probabilities. Will KDOT provide these probabilities, or must the contractor calculate or reconstruct them?
The contractor will calculate the probabilities. Please review 23 CFR
1340 Subpart B.
9. 25 4.3 Will the contractor be responsible for randomly assigning the day, time, and traffic direction for all 222 sites, or will KDOT provide any portion of the approved assignments?
Please review 23 CFR 1340 Subpart B.
10. 26 4.4 The scope states that KDOT will provide site maps.
Will those maps identify the sampled roadway segment, exact observation point, traffic direction, latitude and longitude, roadway classification, and safe observer location?
Yes.
11. 25 4.3 If observation sites are already selected, approximately how many of the 222 sites are located on the Kansas Turnpike, and will KDOT assist with Kansas Turnpike Authority notification and site-access coordination?
The 222 sites are currently being identified and will be provided to the contractor upon contract execution.
Please refer to the listed counties for identification of potential turnpike sites. The Contractor will provide notification to the KTA and will work with the KTA on access coordination.
12. 25 4.3 Will the selected contractor receive the prior contractor’s survey materials, including raw data, cleaned data, codebooks, site schedules, site maps, training manuals, quality-control records, analytical programs, weighting files, survey reports, and NHTSA submission materials?
The selected Contractor will receive as much prior information on previous surveys as possible.
13. 25 4.3 Are any electronic data-collection devices or data clickers, software, databases, safety equipment, signs, lights, or other materials from the previous contract available for use, or should bidders budget for all new equipment and materials?
Some safety equipment may be available for use, but bidders should budget for new equipment and materials as they deem appropriate.
14. 25 4.3 Will the safety corridor observational survey sites follow the same protocol as the above sites?
Yes.
