About this file
This is a Property Management Services solicitation document issued by Miami-Dade County Housing and Community Development (HCD) department for the management of several county-owned housing developments. The scope of services encompasses comprehensive property management including maintenance, operations, tenant relations, financial management, and administrative functions for multiple residential properties. The solicitation establishes specific requirements for staffing, response protocols, and operational standards. Interested proposers were required to submit detailed proposals addressing their qualifications, management experience, staffing plans, and service delivery methodologies by the specified deadline. Site visits and a bidders' conference were available to allow potential respondents to familiarize themselves with the properties and clarify solicitation requirements. The resulting contract will establish a defined term with potential renewal options to be determined based on contractor performance and county needs.
Pricing shall be submitted on a per-unit, per-month basis or alternative fee structure as specified in the solicitation documents, with costs covering all labor, materials, equipment, and services required for comprehensive property management. The county may consider socioeconomic set-asides or local preference provisions consistent with Miami-Dade County procurement policies. If an incumbent contractor was previously managing these properties, transition requirements and performance history may influence evaluation criteria. Funding for these services derives from the county's housing authority budget and potential federal or state housing grants. Award determination will be based on evaluation of proposals according to stated criteria including experience, qualifications, pricing competitiveness, and proposed service delivery approaches.
