The solicitation encompasses six tire types across multiple bus models, including 40-foot and 60-foot low-floor diesel, CNG, hybrid, and battery electric buses, as well as 30-foot diesel buses and Proterra electric buses. The estimated total annual mileage across all tire categories is approximately 147.302 million miles. Bidders must submit responses electronically through the Integrated Financial Resources Management System (INFORMS) by the deadline specified in the solicitation. The contract shall commence on the first calendar day of the month following Board of County Commissioners approval and expire after sixty (60) months, with an optional run-out period extension of up to thirty-six (36) months. The award will be made to the lowest priced responsive and responsible bidder who meets all requirements. Bidders must submit two customer references demonstrating experience providing tire leasing services and current manufacturer price lists for all tire sizes. All proposed per-year pricing shall remain firm and fixed throughout the contract term. The Awarded Bidder must provide staffing including one Tire Service Technician Supervisor and sixteen tire service technicians assigned across the four facilities to provide 24/7 service, maintain calibrated torque wrenches, perform comprehensive tire maintenance and repairs, and comply with specific torque procedures and wheel assembly change requirements. The Awarded Bidder is responsible for all tire losses due to premature failures, and title to leased tires remains with the Awarded Bidder until the County purchases unused mileage.
