About this file

This is a specification document for Event 4314 issued by the City of Minneapolis Department of Public Works, Division of Water Treatment & Distribution Services, for the procurement of liquid sodium hydroxide (caustic soda) to be used in water treatment operations. The City is soliciting bids for the supply of liquid sodium hydroxide at two weight percentages—either 30% or 50%—over a 12-month period beginning approximately November 1, 2026, with options to extend the contract for two additional 12-month periods through October 2029 if both parties agree. The total estimated requirement is 1,200,000 dry pounds of NaOH (600 tons), with approximately 300,000 pounds at 30% concentration for the Columbia Heights Membrane Plant (requiring 1,000,000 delivered pounds) and 900,000 pounds at 50% concentration for the Fridley Filtration Plant (requiring 1,800,000 delivered pounds). Bidders may submit bids for either or both concentrations. Deliveries will be made via tank truck of approximately 4,000-gallon capacity to two designated locations, with deliveries accepted Monday through Friday after 7 a.m. and off-loading completed by 2:30 p.m. The material must conform to AWWA Standard B501 and possess certification by an accredited certification organization in accordance with ANSI/National Sanitation Foundation Standard 60.

All bids shall be expressed in U.S. dollars per pound of sodium hydroxide on a dry basis delivered. The product must meet strict quality assurance standards, with 30% weight assay products containing actual sodium hydroxide content between 29.0 and 31.0%, and 50% weight assay products containing content between 49.0 and 51.0%. Prior to contract award, the successful bidder must submit proof of ANSI/NSF Standard 60 certification, safety data sheets, product data sheets or certificates of analysis, documentation of calculations for determining sodium hydroxide content per load, and current scale certifications. Stringent security protocols are required for all deliveries to these water treatment complexes, including pre-delivery email notification with bill of lading, certificate of analysis, driver information, seal numbers, and vehicle identification, as well as pre-screening of all personnel at a City-designated staging area with government-issued photo identification. The supplier is responsible for all cleanup of spills resulting from delivery or unloading. Invoices must be submitted electronically when requested and itemize all fees, taxes, charges, and surcharges, with payment rendered by the City within 30 days of acceptance.
