About this file
This is Addendum No. 1 to a competitive sealed bid solicitation issued by the City of Minneapolis Procurement Division for the West River Road Phase 2 public works construction project (Event #3871). The project encompasses roadway construction located within the Upper Harbor Terminal site in Hennepin County, Minnesota, and includes excavation, pavement work, utility installation, drainage structure construction, pedestrian improvements, and landscaping. The addendum clarifies that plans referencing "Upper Harbor Terminal" correspond to this project despite the West River Road Phase 2 title, and that environmental documents from previous project phases should be disregarded, though their information remains pertinent. A mandatory virtual pre-bid meeting was scheduled for May 14, 2026, with written questions required by May 18, 2026, and sealed bids due by 1:00 PM on May 27, 2026, submitted electronically through the City's eSupplier Portal. Substantial project completion is targeted for July 2, 2027, and acknowledgment of this addendum must be included with bid submissions.
The City requires prevailing wage compliance per U.S. Department of Labor standards and Minneapolis Living Wage Ordinance requirements, with certified payrolls submitted biweekly to the LCPtracker database. A bid deposit of 5% of the total proposed bid amount is required, along with performance and payment bonds equal to 100% of the contract amount. The project is subject to the Small and Underutilized Business Program with goals of 5% Minority Business Enterprise (MBE) and 8% Women Business Enterprise (WBE) participation; bidders must either meet these goals or submit documented good faith efforts. Participating MBE and WBE firms must be Minnesota Unified Certification Program-certified, located within the 16-county metro area, certified in applicable NAICS codes, and performing commercially useful functions. All bidders must submit a Prevailing Wage Certification and Bidders, Solicitation, and SUBP Commitment Form with their initial bid, while non-apparent low bidders must submit final SUBP commitment documentation by 5:00 PM on the next business day after bid opening. The City also established aspirational workforce goals of 20% female and 32% minority employment on the project, with prime contractors required to have an approved Affirmative Action Plan on file prior to contract execution.
