About this file
This is a Request for Proposal (RFP) issued by the State of Minnesota Department of Administration, Office of State Procurement, on behalf of the Department of Public Safety for Capitol Screening Equipment (SWIFT Event No. 2000018734). The State seeks proposals to supply two Evolv Express Gen2 single lane person weapon scanners and two Evolv eXpedite single lane bag/container scanners, each with accompanying hardware, software, and maintenance support for the St. Paul Capitol Complex. These are no-substitute equipment purchases that must be compatible with existing Capitol security systems. The RFP was posted on September 29, 2026, with responses due by 3:00 PM Central Time on October 6, 2026. The anticipated contract term is from October 15, 2026, through October 31, 2027, with options to extend up to an additional four years in increments determined by the State. Questions from prospective responders must be submitted in writing to Jennifer Bartle at jennifer.bartle@state.mn.us by October 1, 2026. All responses must be submitted electronically through the SWIFT Supplier Portal; fax, email, and printed responses will not be accepted.
The estimated total dollar value of the contract for one year is $250,000 to $320,000; however, this figure is neither a minimum nor maximum obligation, and estimated quantities impose no obligation on the State. Responders must complete and submit pricing through Exhibit D Price Schedule attached to the Sample Contract, with pricing including all modifications, equipment, and delivery according to specifications. The State will evaluate responses in three phases: Phase 1 reviews responsiveness and pass/fail requirements; Phase 2 evaluates responses based on acceptance of State terms and conditions (100 points), cost detail (900 points), and preference points if applicable (up to 120 additional points); and Phase 3 selects finalists based on best value. Preference points are available for eligible Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses (12 percent of total points) and eligible DEED/DHS providers (6 percent of total points). Evaluation and selection are anticipated to be completed by October 14, 2026. All responder materials become property of the State and remain nonpublic during the evaluation process. Prior to contract execution, the selected responder must comply with all submittal requests, including a Certificate of Insurance. The State reserves the right to reject any or all responses, negotiate with highest-scoring responders, terminate negotiations with any responder, award to single or multiple responders, or cancel the solicitation.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.
Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.
SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.
