About this file
This document outlines the evaluation factors and criteria for a solicitation seeking installation of a Physical Access Control System and security camera system. The solicitation will use FAR Subpart 8.4 procedures and award a contract to the responsive, responsible offeror providing the best overall value based on price and non-price factors. Technical capability, past performance, and price will be evaluated. Technical capability will be assessed based on the proposed system brands, design methodology, system integration plan, key personnel experience, and subcontracting limitations. Offerors must demonstrate one employee is CSEIP certified. For past performance, up to three recent and relevant projects of similar size and scope performed for government or commercial customers in the last three years should be provided. Price will be evaluated for fairness and reasonableness to avoid buy-in pricing. The resulting contract will be awarded by the Department of Veterans Affairs under solicitation number 36C10D24Q0006 to install and replace current PACS and duress button systems.

?.## 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)
THE PROCEDURES OF FAR SUBPART 8.4 ARE BEING USED TO CONDUCT THIS PROCUREMENT.
BASIS FOR AWARD: Following receipt of quotes, the government shall evaluate quotes in an impartial manner. The government intends to compare what has been quoted to the requirements of the Statement of Work in order to select the quote that is best suited to fulfill the requirement.
The Government will award a contract resulting from this solicitation to the responsive, responsible quoter in accordance with FAR 9.104-1 whose quote conforms to the solicitation, and provides the best overall value to the Government, price and other non-price factors considered. Since award may be made to the quoter with other than the lowest price, price is not necessarily the determining factor.
The evaluation factors to be utilized in this request for quote for determining suitability are: Technical Capability, Past Performance and Price.
Below is a detailed explanation of the factors the Government will use to evaluate quotes:
EVALUATION FACTOR 1: TECHNICAL CAPABILITY: The technical capability factor reflects the degree to which your firm’s quote demonstrates the ability to provide and install a Physical Access Control System and companion security camera system as described in the Statement of Work.
Your firm’s technical capability will be determined by evaluating the following:
1. A narrative you provide addressing each of the following (label your narrative to match this list i.e. section 1a, 1b, 1c, etc.):
a) A description of the PACS and camera system brands your firm is proposing to install.
b) A description of the design and installation methodology your firm is proposing. This methodology must meet all requirements of the Statement of Work.
c) A description of how your firm will integrate the proposed PACS with the companion security camera system.
d) Identification of your firm’s key personnel and their experience (i.e. Junior, Journeyman, Senior, SME) and details of how the proposed effort will be assigned within your corporate entity to include level of effort and mix of labor.
e) Documentation demonstrating your firm is a preferred partner with the PACS and camera systems manufacturers whose product you propose to install or a Certificate of Installation Authorization from said manufacturers.
f) A description of your firm’s ability to deliver, install and make fully operational a PACS within 90 days of award.
g) If your firm is utilizing a subcontractor, details of your firm’s plan to meet the limitations on subcontracting. (see VAAR 852.219-74 and 13 CFR 125.6)
Quoter’s narrative will not exceed 15 pages with standard margins and 12 pt. font.
2. Credentials demonstrating at least one employee who will be working on this project is CSEIP (Certified System Engineer ICAM PACS) certified and whose certification can be verified at IDmanagment.gov
EVALUATION FACTOR 2: PAST PERFORMANCE: The past performance evaluation will be accomplished by reviewing aspects of a quoter’s recent and relevant past performance.
The quoter is provided an opportunity to submit a list of no more than three (3) of their most recent and relevant past projects similar in size, scope, and complexity to the requirement being procured under this solicitation and performed for Government agencies and/or commercial customers within the last three (3) years from this solicitation release date.
The past performance submittals will include (when applicable): Contract Number, Contracting Officer’s (CO): Name, Phone number and Email address, Contracting Officer’s Representatives (COR): Name, Phone number and Email address, Non-Government Points of Contact (if applicable), Total Contract Value at time of award and final price after any/all modifications, Initial Period of performance (POP) and final POP after any/all modifications, Narrative describing the requirement and reason for any modifications which effected price or performance period.
The Government reserves the right to obtain past performance data from other sources than those identified by the quoter in evaluating past performance. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of confidence, any such quoter will be evaluated as “Unknown Confidence” and shall be considered “neutral.”
EVALUATION FACTOR 3: PRICE: The quoter is required to quote a fully burdened fixed price for the CLIN structure as shown in the solicitation’s price and cost schedule. Insert the quoted unit and extended prices in Contract Line Item Number (CLIN) 0001. All unit prices shall be represented in two decimal positions only. Example: $0.27, not $0.27458. The Government shall evaluate price to determine whether or not it is considered fair and reasonable. Price realism will be considered to determine if any quoter is attempting to “buy in” at a lower price in anticipation of obtaining subsequent post award contract modifications.
