About this file

This is a Sole Source Request form submitted by the Colorado Division of Homeland Security and Emergency Management (DHSEM) for emergency management software services from ESi Acquisition, Inc. The request seeks to procure services enabling the integration of the Colorado Resource Rate Form (CRRF) database from Gold Systems Inc. into the WebEOC platform, which DHSEM has used since 2009. The procurement is necessitated by a statutory mandate under Colorado Revised Statutes 24-33.5-705.3, requiring DHSEM to maintain compliance through WebEOC connectivity to CRRF information. The contract term extends from July 1, 2026, through June 30, 2028, with an estimated total value of $150,000 allocated entirely to services.

ESi Acquisition, Inc. is identified as the exclusive vendor capable of providing the required integration services due to its proprietary expertise and full source code access to core software components necessary for deep-level maintenance, troubleshooting, and system stability. The requester, De Lora Karavolas (CRRF Database and Program Manager), and program manager Chris Sorensen (SEOC Manager) assert that no comparable alternative vendors exist to meet this specialized need. The sole source justification emphasizes that this integration is critical for maintaining Colorado's emergency management infrastructure and enabling local-level self-sufficiency during emergency response operations. The request was posted on the electronic procurement system (VSS) as required for procurements exceeding $100,000. No price reasonableness analysis through market comparison was conducted, and the form indicates no conflict of interest with the vendor selection.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: If this sole source is for services greater than $100,000, posting on an electronic procurement system may be required in accordance with §24-106-103(5) C.R.S.
