About this file

This is a Site-Specific Erosion and Sediment Control (ESC) Plan template issued by the Ada County Highway District (ACHD) for the McMillan Road and McDermott Road Signal project in Idaho. The project involves installing a traffic signal at the intersection of McMillan Road and McDermott Road, including asphalt widening along McMillan Road, pedestrian ramps, pavement striping, and related improvements. Construction activities will disturb approximately 1,310 square yards (0.27 acres) across new pavement (1,081 square yards), sidewalk and driveway approaches (124 square yards), curb and gutter (3 square yards), asphalt repair (11 square yards), gravel repair (72 square yards), and fill and sod repair (19 square yards). The project is scheduled to begin September 7, 2026, and end October 28, 2026. ACHD Traffic Operations will be responsible for installing the traffic signal and completing electrical work, while the contractor must coordinate with Can Ada and the City of Meridian regarding a concurrent sewer project in the area. An approved ESC Plan must be completed by the contractor and approved by ACHD prior to issuance of the Temporary Highway Use Permit, with all amendments signed, dated, and maintained as attachments to the original plan.

The ESC Plan addresses pollution control through sediment controls, erosion controls, material storage, waste disposal, and spill prevention and response procedures designed to reduce pollutants to the Maximum Extent Practicable (MEP) as required by the Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit issued by the U.S. Environmental Protection Agency. Stormwater will be discharged to the West Tap Sublateral. The contractor or qualified agent must conduct inspections at least once every seven calendar days and within 24 hours of any storm event of 0.25 inches or greater or snowmelt runoff sufficient to cause a discharge. All erosion and sediment control measures must be maintained in effective operating condition, with maintenance performed before the next storm event whenever practicable. A working copy of the ESC Plan must be kept at the construction site at all times.

SITE SPECIFIC EROSION AND SEDIMENT CONTROL PLAN

• An approved Erosion and Sediment Control (ESC) Plan is required for all sites affecting the

ACHD right-of-way. The purpose of the ESC Plan is to reduce pollutants to the Maximum Extent Practicable (MEP) as required by the Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit issued by the U.S.

Environmental Protection Agency.

• This plan will need to be completed by the contractor and approved by ACHD prior to issuance of the Temporary Highway Use Permit.

• The ESC Plan shall be amended if it proves to be ineffective in significantly reducing pollutants. All amendments shall be signed, dated, and kept as attachments to the original ESC Plan.

• A working copy of this ESC Plan must be kept at the construction site.

Project Name and Location:

McMillan Rd and McDermott Rd Signal

Company Name, Address, and Phone Number:

Person Responsible and Certification Number:

Description of the Proposed Construction Activity

• Area disturbed for new pavement ∼ 1081 square yards

• Area disturbed for sidewalk and driveway approaches ∼124 square yards

• Area disturbed for curb and gutter ∼ 3 square yards

• Area disturbed for asphalt repair ∼ 11 square yards

• Area disturbed for concrete repair ∼ 0 square yards

• Area disturbed for gravel repair ∼ 72 square yards

• Area disturbed for fill and sod repair ∼ 19 square yards

• Installation and maintenance of various types of erosion and sediment control measures

• Approximate total area disturbed ∼ [1310] square yards ([0.27] acres)

Schedule The following is a general schedule guideline for implementing BMPs during construction of this project. Construction is anticipated to begin 09/07/2026 and end 10/28/2026.

Once all permanent construction is completed, all remaining areas will be stabilized (sod repair if needed) and BMPs will be removed.

Receiving Waters (include drains, ditches, and canals):

West Tap Sublateral

Associated Industrial Activities (Identify waste sites to which waste will be hauled.)

Potential Sources of Pollution The primary construction activities, related materials, and wastes that have the potential to pollute storm water include:

Solid wastes from curb, gutter, and asphalt demolition and removal.

Temporary on-site storage of construction materials General site litter and waste containers Port-a-pot, fuel tanks, chemical storage areas, and form oils, etc.

Erosion and sediment from exposed soil Dust from exposed soil Concrete from washout or excess

Pollution Control Measures/Best Management Practices

Sediment Controls Sidewalk, streets, and gutters will be swept before forecasted rain and at the completion of each site location.

Erosion Controls

Material Storage, Waste Disposal, Spill Prevention and Response Spill clean-up materials, safety data sheets (SDS), and a material inventory will be maintained on site to contain and clean-up spills and prevent material discharges offsite. Refer to the SDS for the manufacture’s emergency number. Call 911 or the Idaho Communications Center (1-800-632- 8000). Report oil and chemical spills to the National Response Center: 1-800-424-8802. Spill clean-up materials kept onsite will include granular absorbent and hydrocarbon specific absorbent.

All concrete cleanout material will be collected and removed from the site. At no time will concrete washout be discharged into the street, gutter, or storm drain. Cleanout will be collected in buckets or in lined concrete washout pits.

Inspection/Maintenance Procedures The contractor or his qualified agent is required to inspect all disturbed areas and areas used for storage of materials and equipment that are exposed to precipitation. He is also required to inspect all erosion and sediment control BMPs. Inspections shall occur once every 7 calendar days and within 24 hours of the occurrence of a storm event of 0.25 inches or greater, or the occurrence of runoff from snowmelt sufficient to cause a discharge.

The following sources may be used to obtain weather forecasts:

The National Weather Service: http://www.wrh.noaa.gov/boi/ The Western Regional Climate Center http://www.wrcc.dri.edu/CURRENTOBS.html

All erosion and sediment control measures and other protective measures must be maintained in effective operating condition. If BMPs are not operating effectively, maintenance must be performed as soon as possible and before the next storm event whenever practicable to maintain the continued effectiveness of storm water controls.
