Solicitation Highlights Section 1.1

The Texas Education Agency (TEA) is seeking responses from qualified respondents to provide statewide technical assistance and leadership for the Texas College and Career Readiness School Models (CCRSM) network with the goal of preparing students for college, career, or military success. The CCRSM network includes campuses in the planning phase through implementation as an Early College High School or a Pathways in Technology Early College High School Academy.

Submission Requirements Section 2.2

TEA will only accept responses using ShareFile as a secure electronic submission method. Once uploaded, the ShareFile application will notify TEA of the upload and send confirmation of the submission to the contractors' email address entered prior to document upload. The file(s) will be date and time-stamped upon upload.

• In alignment with state law and public policy, TEA encourages contracting and subcontracting opportunities for HUBs in all contracts. If TEA determines that subcontracting opportunities are probable, then a HUB Subcontracting Plan (HSP) is a required element of the response.

• Manufacturers, suppliers, and other vendors, including Historically Underutilized Businesses, may be found on the Centralized Master Bidders List (CMBL) / HUB Directory at:

• Contact with the TEA Historically Underutilized Business (HUB) office is allowed solely for the purpose of addressing HUB Subcontracting Plan (HSP) questions or seeking assistance with completing the HUB Subcontracting Plan. The TEA HUB Office may be reached at HUBOffice@tea.texas.gov .

Historically Underutilized Business (HUB) Requirements

From Section 2.5, Proposal Requirements and Disqualifying Factors:

• Failure to comply with HUB requirements, including correctly filling out all HUB related forms and demonstrating a good faith effort as required by Texas law, will result in disqualification.

We do not want to disqualify any potential contractors!

To ensure your compliance, please:

• Review Texas Administrative Code § 20.285 regarding the good faith effort requirements of the HUB Subcontracting Plan (HSP).

• Reach out to the HUB Office at HUBOffice@tea.texas.gov with questions before submitting proposals.

TEA cannot allow a potential contractor to “cure” a failure to complete the good faith effort requirements after a proposal has been submitted.

Important Reminders & Disqualifying Factors

• Review the solicitation documents carefully to ensure you submit a complete proposal and avoid disqualification.

• The following is a non-exhaustive list of reminders:

Plan ahead to ensure TEA receives your response before the deadline.

Review and complete all forms, including signatures where required.

Address all solicitation requirements.

Comply with all HUB requirements – even if your business is a HUB, you plan to be 100% self-performing rather than subcontracting, or you have long-standing relationships with your contractors.

Submit contract terms and conditions exceptions (edits) if applicable.

Respond promptly if asked for additional information from TEA.

Reminders

• To maintain a level playing field, all communication regarding this RFP must be sent to TEA Contracts and Purchasing Division via TEASolicitations@tea.texas.gov. Program staff or other non-procurement professionals are not permitted to have contact with potential contractors. If a contractor fails to observe this restriction, the response is subject to disqualification.

• Requests for clarification must be submitted before the deadline for questions.

TEA will post additional information regarding this procurement on the ESBD at http://www.txsmartbuy.com/esbd .

• An Addendum will be published for any changes or corrections to the solicitation based upon this pre-proposal meeting or emailed questions submitted. The Addendum is a very important document because it may change and/or append information cited in the original solicitation.
