About this file
The provided document is an addendum to a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission (HHSC) for Actuarial Services for Medicaid Managed Care and CHIP. The RFP seeks to contract with a qualified entity to provide actuarial expertise to certify the actuarial soundness of Managed Care Organization (MCO) capitation rates on an annual basis. The RFP includes a schedule of key dates, with the solicitation posting on March 12, 2024, an optional pre-proposal conference on March 19, 2024, and the deadline for submission of proposals on April 11, 2024. The anticipated notice of award is in August 2024, with the anticipated contract start date also in August 2024.
The RFP specifies that the contractor's compensation must not exceed $1,900,000 annually. The incumbent provider is Rudd and Wisdom Inc., and their current contract information is publicly available. The RFP outlines specific requirements for the number of principal actuaries and fellows of the Society of Actuaries that must be on staff. The RFP also provides guidance on the submission of cost proposals and the treatment of hourly rates for various positions, including those that do not fall under the specified actuary categories.

Section 2.1.11 (a)(1) Principal Actuary Requirements
Exhibit J Cost Proposal
As noted in Section 2.1.11, all services will be compensated at the applicable hourly rates stated in Exhibit J, Cost Proposal. How should vendors provide proposed rates for positions that do not fall into the three FSA categories included in Section 2.1.2 (e) but are critical to the development of actuarially sound capitation rates or other analyses included in the scope of services? Some examples may include, but are not limited to:
a. Pharmacists to assist in analyzing preferred drug list change impacts and pharmacy trend (Section 2.1.5 (c))
b. Actuaries or other professionals without Medicaid or CHIP capitation rate experience to bring their areas of expertise to assist HHSC in specialty areas for ad hoc projects (Section 2.1.5 (i))
c. Actuarial students, data scientists, associates in the Society of Actuaries (ASAs), and FSAs with less than 5 years of Medicaid or CHIP managed care rate development experience to assist in developing technical models under the supervision of the Principal actuaries
The cost proposal hourly rates in Exhibit J Cost Proposal are All- Inclusive Hourly Rates. Refer to Exhibit J Cost Proposal, to the RFP which states in Note 2 that “The Respondent’s proposed All- Inclusive rate(s) is for the Goods and/or Services as specified in this Solicitation and shall include all labor, materials, tools, supplies, equipment, and personnel, including but not limited to, associated cost and incidental costs necessary to provide the products and Services according to minimum specifications, requirements, provisions, terms, and conditions set forth in the Solicitation” and in Note 7 that “Any Clerical/Administrative duties performed in support of the Actuary Positions are to be included in the All-Inclusive Hourly Rate ($).”
