About this file

This document provides details on a pre-proposal conference for the Texas Health and Human Services Commission's (HHSC) request for proposals (RFP) for Actuarial Services for Medicaid Managed Care and CHIP in Fiscal Year 2024. The RFP seeks a qualified entity to provide actuarial expertise to certify the actuarial soundness of Managed Care Organization (MCO) capitation rates on an annual basis. The pre-proposal conference was held on March 19, 2024, and covered topics such as communication protocols, the procurement schedule, access to procurement materials, proposal requirements, evaluation process, and reminders for respondents. The RFP has a submission deadline of April 11, 2024, at 10:30 a.m. Central Time, with an anticipated notice of award in August 2024 and a contract start date also in August 2024.

The RFP does not guarantee any volume, usage, or total compensation to be paid to the selected respondent. HHSC reserves the right to cancel or make a partial award at its discretion. Respondents are encouraged to submit their HUB Subcontracting Plan (HSP) for a courtesy review by the HUB Coordinator by March 28, 2024, as an incomplete or incorrect HSP will result in a non-responsive proposal. All questions must be submitted in writing to the Contract Specialist by March 20, 2024, at 5:00 p.m. Central Time.
