About this file

This document is a Solicitation Addendum Acknowledgement Form and Vendor Questions and Answers response issued by the Texas Health and Human Services Commission (HHS), Procurement and Contracting Services (PCS), for Hazardous Waste Disposal Services at the Austin State Supported Living Center (Solicitation Number HHS0017920). The solicitation addresses hazardous waste management services with defined response time requirements: a four-hour response time during regular business hours and a one-hour response time for agency-defined emergencies, with vendors required to respond by phone within the specified timeframe. The primary waste streams consist of batteries, paint, and pool chemicals. Bidders must sign and return the addendum acknowledgment with their bid response by the solicitation due date of September 1, 2026, at 10:30 a.m. The services do not include healthcare or biohazardous waste. Vendors may submit questions and answers have been posted in accordance with Solicitation Section 6.8, and example photos of hazardous materials provided by the facility are attached as reference materials.

The agency declined to provide historical spend data, estimated annual spend, anticipated contract value, or budgetary allocations for 2026, citing unavailability at the time of the solicitation. Current vendor information and copies of the existing contract are available only through formal open records requests. Pricing evaluations will be based solely on figures provided in Exhibit C (Pricing Sheet), though vendors may submit supplemental pricing in separate attachments that will not be used in bid evaluation. The response deadline extension request was denied to ensure fair evaluation across all submissions. All communications regarding bids should be directed to Gilbert.Munoz@hhs.texas.gov or 512-406-2473, with signed addendums that were submitted prior to the addendum issuance acceptable via email to pcsbids@hhs.Texas.gov prior to the solicitation due date and time.
