About this file
This is a scope of work proposal submitted by Moody Nolan to Texas Southern University (TSU) for architectural and design services related to the expansion of study rooms in the TSU Learning Center located at 3100 Cleburne Street, Houston, Texas. The project involves converting approximately 1,410 square feet of casual study areas into collaborative study spaces, with a total of 18 new study rooms proposed across the third and fourth floors—comprising at least 6 rooms on Level 3 and 12 rooms on Level 4. Services include architectural design, furniture/fixtures/equipment (FFE) specifications, audiovisual/information technology (AV/IT) infrastructure, electrical and mechanical design, construction administration, and closeout coordination. The design team consists of Moody Nolan as Architect of Record with subcontractors DATACOM for AV/IT services and Cleary Zimmermann for MEP (mechanical, electrical, and plumbing) design. The project timeline spans 11 weeks, including 3 weeks for construction documents development, 2 weeks for quality assurance and permitting review, 2 weeks for TSU authority having jurisdiction review, 3 weeks for construction administration, and 1 week for closeout. Construction administration includes three site visits, and the project deliverables include issued-for-construction documents, construction administration services, and closeout coordination.
The total design fee is a stipulated sum of $39,550, with a breakdown of $13,157 for management and architectural/interiors services, $2,520 for interiors layout and coordination, $5,473 for information technology and audiovisual design (per Datacom proposal), and $18,400 for mechanical, electrical, and plumbing services (per Cleary Zimmermann proposal). Reimbursable expenses are estimated not to exceed $500 and include document reproduction, delivery, renderings, and models. The scope of work excludes cost estimating, upgrades to building infrastructure beyond the scope of study room modifications, and as-built drawings. Additional services outside the basic scope, such as delays beyond the agreed schedule, changes in project scope, code revisions, or fast-tracking services, will be billed separately as lump sum or hourly rate. Moody Nolan's liability for all services is limited to the total fees paid for the project.
