This is a Request for Proposal (RFP) issued by My Health My Resources of Tarrant County (MHMR), a local mental health authority, local behavioral health authority, and local intellectual and developmental disability authority serving Tarrant County, Texas. MHMR seeks qualified ADA Consultant services to evaluate, develop, and implement accessibility compliance strategies across its facilities, programs, services, and digital assets in accordance with federal, state, and local regulations. The consultant will conduct on-site accessibility assessments, review ADA compliance across multiple facility categories (group homes, clinics, offices, multi-use buildings, and community resource units), prepare detailed assessment reports with deficiency inventories and photographic documentation, develop ADA Transition Plans with prioritized remediation strategies, provide cost estimates, and deliver educational materials and training to stakeholders. MHMR operates 29 facilities totaling approximately 348,000 square feet across Tarrant County and surrounding areas. The solicitation packet was issued on July 17, 2026, with a question submission deadline of July 24, 2026, at noon, and response deadline of July 29, 2026, at 4:00 p.m. Completed proposals are due on August 6, 2026, at 2:30 p.m. at the MHMR Procurement Services office in Fort Worth. The anticipated award date is contingent upon committee and board approval. The initial contract term is one year with three optional one-year renewal periods.
Proposals will be evaluated on a 100-point scale weighted as follows: responsiveness to the RFP (25 points), qualifications and past performance (40 points), compatibility of staffing plan with specifications (15 points), and price (20 points). The RFP specifies that pricing must be itemized for all items and presumes all facilities will be surveyed, with vendors required to note any rate fluctuations if fewer facilities are surveyed. Qualified proposers must demonstrate a minimum of five years of ADA consulting experience, knowledge of ADA regulations and standards, facility accessibility audit experience, and ability to interpret architectural drawings. Preference will be given to consultants with experience serving local mental health or intellectual and developmental disability authorities. Certifications preferred include Certified Access Specialist (CASp), CPACC, Registered Architect or Professional Engineer status, and ADA Coordinator Training Certification. All proposals must include three professional references from organizations with similar scope and preferably from governmental agencies with over 2,000 employees, as well as required forms including W-9, Certificate of Insurance, financial documentation, Deviation Form, Non-Collusion Affidavit, and Reference Form.
