About this file

This Addendum #1 to Solicitation HHS0017431 is a Solicitation Q&A document issued by the Texas Health and Human Services Commission (HHSC) in coordination with the Department of State Health Services (DSHS) for security guard services at El Paso Psychiatric Center (EPPC). The solicitation addresses armed and unarmed security guard services with an estimated 100 hours per week of unarmed security coverage needed and armed services on an as-needed basis with no anticipated requirement in FY27. The contract requires one security guard per shift and covers facility monitoring, security rounds, visitor verification, incident reporting, and fire and life safety system operations. Shifts operate Monday through Friday from 6 p.m. to 8 a.m. Mountain Standard Time and Saturday and Sunday from 6 p.m. to 9 a.m. Mountain Standard Time. The solicitation due date is July 7, 2026 at 10:30 a.m. CST, with the questions deadline having been June 22, 2026 at 1:00 p.m. CST. The initial contract term runs September 1, 2026 through August 31, 2029 with an optional one-year extension at HHS's sole discretion.

Respondents must submit firm, fixed hourly rates for both weekday and weekend coverage on Exhibit C, with price adjustments potentially permitted based on Consumer Price Index data. The historical monetary value for similar services is estimated at $171,000 annually. Bidders must possess a minimum of three years of armed and unarmed security guard experience with psychiatric hospital background and have assigned personnel holding valid Level 2 and 3 security certifications, Crisis Prevention and Intervention certification, completion of the TIPS program, and at least one year of relevant experience. Minimum insurance coverage of $1,000,000 per occurrence is required across multiple liability categories. Information regarding the current incumbent, previous contract terms, current bill rates, and modifications from the previous contract requires submission of a state of Texas Open Records request. No prevailing wage, living wage ordinance, or local mandated wage beyond state and federal minimum wage applies to this solicitation. The HUB Subcontracting Plan requirements are addressed in section 8 of the PCS 137 solicitation document.

Addendum #_1_ - Solicitation Q&A

Solicitation Title: Security Guard Services Needed for El Paso Psychiatric Center

Solicitation Number: HHS0017431

Reference (If Applicable)

Question Response

1.

Can HHSC confirm whether a Respondent may submit a compliant response proposing armed security guard services only, or if the solicitation requires the capacity to provide both armed and unarmed services in order to be considered responsive?

As the primary need is for unarmed security guards, submitting for armed security guards only would not serve our needs.

2. Who is the current incumbent?

That information will require a state of Texas Open Records request.

https://www.sos.state.tx.us/records.shtml

3.

When was the current incumbent awarded the contract? Could you please provide a copy of the current contract?

4.

Are there any subcontractors being used for the current contract?

5. What was the amount spent in the last 12 months?

The answer to that question is available on the PCS 137 solicitation document. Section 1.2

6.

Are there any other rates billed separately (e.g.

equipment, vehicles, etc.)

solicitation document. Section 7.1

7.

Are there any significant modifications from the previous contract to the new one? For instance, an increase in hours, a change in guard type (e.g. armed vs unarmed), a need for additional resources?

8.

What is the estimated total number of annual hours for this contract?

solicitation document. Section 7.2

9. What is the current bill rate for each position?

10.

Are there any additional services that may be needed that are not listed in the RFP? For instance, the need of additional sites, seasonal required security, etc.

solicitation document. Section 7.1

11.

Beyond the state and federal minimum wage, is there a prevailing wage, living wage ordinance, local mandated wage, or contract-specific wage?

Your bid should factor in the wage you feel is fair for the work you are bidding on.

12.

Please confirm whether submission of a HUB Subcontracting Plan (HSP) is required for this solicitation. If submission of an HSP is optional, are any incentives, evaluation preferences, or bonus considerations given for submitting an HSP or for utilizing HUB-certified subcontractors as part of the proposal?

The answer to this question can be found in section 8 of the PCS 137 solicitation document.

13.

Please confirm whether submission of a HUB Subcontracting Plan (HSP) is required for this solicitation. If submission of an HSP is optional, are any incentives, evaluation preferences, or bonus considerations given for utilizing HUB-certified subcontractors as part of the proposal?

The answer to this question can be found in in section 8 of the PCS 137 solicitation document.

14.

Can HHSC provide an estimated breakdown of armed versus unarmed security guard hours for this contract?

Unarmed security guard services are needed approximately 100hrs/week. Armed is on an “as needed” basis and do not foresee the need in FY27.

15.

Additionally, what is the maximum number of guards expected or allowed per post at any given time?

One Security Guard per shift.
