About this file

This Addendum No. 2 document modifies RFP 7969-JW issued by the Texas General Land Office and Veterans Land Board for Social & Digital Media Data Analytics Services. The solicitation requests comprehensive services including data collection and analysis from multiple social media platforms (Facebook, X, Instagram, LinkedIn), targeted audience segmentation, campaign optimization, media placement purchases across digital and traditional channels, SMS and email campaign implementation, and customized reporting with dashboards. The scope encompasses full end-to-end campaign creation and execution, including direct media buying across multiple placement options such as over-the-top streaming, social media, geofencing, Google search, native advertising, television, and radio. The submission deadline was extended from May 7, 2026 to May 18, 2026 at 2:00 p.m. CT. The anticipated contract execution date is July 1, 2026, with evaluation occurring between May 8-21, 2026 and contractor selection expected by May 29, 2026. The contract term is not explicitly specified in this addendum but is referenced as a five-year period in the pricing exhibits.

Pricing shall be submitted as monthly service fees for professional services separate from actual media spend costs, with the vendor responsible for paying media platform costs as part of the contract. The GLO/VLB declined to disclose budget parameters, directing respondents to submit proposals based on their recommended service delivery models. Price escalations are not permitted over the contract term. The VLB has established a 1% VetHUB participation goal for disadvantaged business enterprise subcontracting. This is a new contract with no incumbent vendor. The solicitation indicates approximately two concurrent campaigns monthly with mixed digital and traditional media channels based on vendor recommendations. Respondents must include a VetHUB Subcontracting Plan, with any major subcontractors performing 15% or more of work requiring identification and potential signed agreements. Cloud-based data storage and external hosting are permitted provided information security requirements are met. All data, analytics models, and intellectual property generated under the contract shall be owned by GLO/VLB.

Text of passage being questioned “The Cost Proposal provided should be in accordance with the specifications in this Solicitation and shall include all estimated labor, materials, tools, supplies, equipment, personnel, and other costs required to complete the Project, including, but not limited to, travel expenses, insurance, bonds, associated costs, and incidental costs necessary to provide the products and services per the specifications, requirements, provisions, terms, and conditions set forth in this Solicitation and the Contract Documents.”

Question For the line item on the Cost Proposal Form, is the Respondent expected to include the actual hard cost of the media spend (the dollars paid directly to the platforms) within this “Each” rate, or is this line item strictly for the agency’s professional service fee to place and manage the ad buy while the media spend is billed separately or passed through?

All anticipated costs should be included in the proposal. Actual ad buy suggestions (costs) should be separate from professional fees charged by the agency.

As indicated, ad buy costs should be separate from the flat monthly fees. All anticipated, respective costs should be included.

4 2.1.6

“The volume of work each month shall be variable; however, the GLO/VLB anticipates a minimum of six (6) reports each month… Provider shall invoice the GLO/VLB a monthly fee for all services performed during the billing period.”
