About this file
This is Addendum No. 1 to Solicitation Q&A for the Texas Health and Human Services Commission, Department of State Health Services (DSHS) warehouse storage, tracking, and deployment services for durable medical equipment (Solicitation Number HHS0017028). The addendum clarifies facility requirements and storage configurations in response to five vendor inquiries submitted during the bidding process. Key clarifications include: warehouse location must be within Travis County in the Austin area, with San Marcos facilities explicitly disqualified; facilities smaller than 75,000 square feet are acceptable if they meet operational needs, including multiple 20,000 square-foot warehouses; no strict minimum square footage requirement exists beyond current inventory capacity of 20,000 square feet; and storage configurations must ensure easy accessibility without blocking, allowing DSHS personnel to visually identify pallets, enabling forklifts to access inventory, and permitting contractor-assisted pallet retrieval upon request. Non-DSHS inventory must be segregated from DSHS inventory, and storage rows must remain clear of obstacles.
The addendum reinforces that while higher-density storage configurations may be considered, they must maintain operational accessibility requirements as defined. All facility storage must comply with the accessibility standards outlined, which prioritize direct human and equipment access to each pallet position and clear visibility of inventory contents. These clarifications were issued to address vendor concerns regarding facility specifications prior to the April 29, 2026 bid deadline and represent official modifications to the original solicitation terms binding all potential respondents.

Addendum No. 1 - Solicitation Q&A
Solicitation Title: The storage of Durable Medical Equipment, tracking of deployment, and retrieval as necessary for DSHS.
Solicitation Number: HHS0017028
# Reference (If Applicable) Question Response
1. Section 7.1 I saw that the vendor's warehouse must be located in Travis County. Our warehouse is in San Marcos.
Would that disqualify us? Or is that close enough
Per section 7.1 of the solicitation “These services are a state requirement, and the warehouse must be located in the Austin area, within Travis County.”
2.
Is the 75,000 SF intended as a maximum allowable capacity (“up to”), with smaller, right-sized facilities acceptable if they meet operational needs for the following?
• Net usable storage requirements (i.e., pallet positions and required access aisles), and
• Staging, docks, office, bathrooms circulation, etc.
Yes, smaller size facilities are acceptable to surge to 75,000 SF, however, within reason. Multiple 20,000 SF warehouses are acceptable.
3. Section 7.1
Is there a strict minimum square foot inventory storage capacity requirement, ie. beyond accommodating the current Inventory 20,000 SF, please define anticipated inventory only capacity expansion relative to:
• Inventory growth
• Contingency capacity
• Emergency surge capacity
Per section 7.1 of the solicitation
“Contractor must provide a warehouse up to 75,000 square feet of storage space”

4. Section 7.1
Please confirm whether the Agency intends to require a no-blocking storage configuration, defined as:
• Each pallet position must be directly accessible without moving another pallet, and
• Storage configurations such as floor block stacking, drive-in racking, or any system requiring pallet repositioning are not permitted
Per section 7.1 of the solicitation “Facility will store pallets and inventory in a manner to ensure easy accessibility by DSHS personnel throughout the Contract term. Easy accessibility is defined as enough space to allow a person to have access to each pallet in the warehouse. DSHS inventory will be stored in a manner that allows for DSHS staff to visibly see and ascertain what the pallet contains and allows for a forklift to access the pallet(s) and move them. Non-DSHS inventory should not be intermingled with DSHS inventory. Rows where DSHS inventory is stored should be kept clear of any obstacles. Contractor must be prepared to move/retrieve pallets, at the request of DSHS staff.”

5. Section 7.1 Alternatively, please advise if any higher-density storage configurations are acceptable, provided operational accessibility requirements are met.
