About this file

This document is Addendum #1 to RFP 2026-P11 for Promotional Testing Services issued by Hays County Purchasing Office in San Marcos, Texas, for the Sheriff's Office. The RFP solicits an all-inclusive testing firm to conduct promotional examinations for eight positions across three departments: Jail Staff (Corporals, Sergeants, and Lieutenants), Dispatch Staff (Emergency Communication Officer Leads and Managers), and Law Enforcement Staff (Corporals, Sergeants, and Lieutenants). All promotional testing will be administered concurrently at the Sheriff Allen Bridges Training Academy. The testing process includes a 100-question multiple-choice written examination that functions as a hurdle requirement, with only passing candidates advancing to the assessment center phase. Corporal and Lead positions require only a career portfolio and verbal presentation, while Manager, Sergeant, and Lieutenant positions require simulated scenario assessments. Based on historical data from 2024 and 2025, candidate participation ranges from zero to eighteen per rank, with 2025 marking the first year ECO positions were tested.

The updated fee schedule requires vendors to provide separate all-inclusive pricing for both County-administered and vendor-administered testing scenarios, with all costs encompassing meetings, progress reports, travel, mileage, per diem, communications, exam copies for the Civil Service Commission and Board of Examiners, and assessor compensation. The County does not possess an on-site machine to score written examinations, and vendors may recruit and utilize subcontractors subject to County approval. Funding for this contract will be provided through a Civil Service Budget approved by the County Commissioner's Court rather than through grant sources. Vendors must acknowledge receipt of this addendum with their proposal submission and submit any exceptions to the RFP simultaneously with their bid, as exceptions will not be considered after the submission deadline.

3. Please provide the dollar amount of the most recent contract for these services.

• See Question 2.

4. Will vendor or consultant recruit assessors

• This RFP is intended for an all-inclusive testing firm to provide all the services requested;

Hays County will only be contracting with that firm.

• If the firm seeks to use subcontractors, those must be communicated and approved by Hays County.

5. Who will be responsible for assessor expenses

• Per Attachment A, price is an all-inclusive rate.

• This includes travel, mileage, per diem, communications, etc.

6. How much did the County pay for the last contract for all of the services requested in the RFP? If the services in the RFP were paid separately, and not as a lump sum, how much did the County pay for the following: Jail Staff: Corporals? Sergeants? Lieutenants? Dispatch Staff: ECO Leads?

ECO Manager? Law Enforcement Staff: Corporals? Sergeants? Lieutenants?

7. Who was the last company to provide the County with the services proposed in the RFP?

8. How many candidates participated in the previous promotional process for each rank? Jail Staff:

Corporals? Sergeants? Lieutenants? Dispatch Staff: ECO Leads? ECO Manager? Law Enforcement Staff: Corporals? Sergeants? Lieutenants?

• See Question 1.

9. Will the County provide all facilities for the promotional testing administrations?

• See III. Specifications: B. Scope of Work: Written Examination and Assessment Center

(pp. 6-9).

• Testing last year was held at the Sheriff Allen Bridges Training Academy. We anticipate the promotional exams be scheduled there this year as well.

10. Does the county want any or all of the testing processes to run concurrently?

• Yes, all testing will run concurrently. If there comes a need to separate those testing into groups, the exams should be scheduled as close as possible to each other.

11. Does the written exam function as a hurdle, in that only those that pass continue on to the next portion of the testing process?

• Yes, only those meeting a passing score on the written exam will move forward in the process.

12. The RFP mentions that the Vendor or the County may administer the written exams and assessment centers and that will be decided by the County. When or under what conditions would the vendor decide to have the vendor administer the exams? Does the County want the vendors to include two pricing models: if the vendor is not on site for administration and if the vendor is on site for administration

• See Question 9.

• Yes, see the attached Updated Attachment A form for the updated pricing schedule.

13. Does the County currently have a machine to score the written exams on site?

• No.

14. Over how many days was the previous assessment center conducted? Jail Staff: Corporals?

Sergeants? Lieutenants? Dispatch Staff: ECO Leads? ECO Manager? Law Enforcement Staff:

Corporals? Sergeants? Lieutenants?

15. Does the County have any security concerns that would require all candidates in a rank to go through the assessment center exercises in one day? Or does each candidate have to do all of his/her assessment center exercises in one day?

• All candidates eligible for promotion should be assessed on the same day as others within the specific rank. Not for security, but for the reality that some candidates could have additional day(s) to prepare for the assessment.

16. Is the County or the contractor responsible for obtaining assessors for each of the assessment centers?

• See Question 4.

17. Do assessment center assessors have to be from out of state?

• No.

18. Who will be responsible for compensating assessors for travel to the assessment center?

• See Question 5.

19. To ensure that our proposal aligns with any applicable administrative or reporting requirements, could you please clarify whether the services associated with this RFP will be funded through a grant or through the department’s general operating budget?

• This will be funded by a Civil Service Budget approved by the Commissioner’s Court.

20. If grant funding will be utilized, we would appreciate knowing the specific funding source so that we can ensure compliance with any applicable grant guidelines, reporting standards, or cost restrictions.

• See Question 19.
