About this file
This is an Addendum #2 to an Invitation for Bid (IFB #0006644) issued by the Texas Facilities Commission (TFC) on behalf of the Texas School for the Blind and Visually Impaired (TSBVI) for replacement of a cedar perimeter fence at the Superintendent's residence located at 1100 W 45th Street, Austin, Texas. The project scope includes complete demolition and disposal of the existing fence, posts, concrete footings, and debris; construction of an 8-foot-tall cedar security fence with Western Red Cedar pickets, pressure-treated rails, and galvanized steel posts; and installation of one pedestrian gate (36-48 inches wide) and one vehicle gate (12 feet wide). The addendum updates specifications and due dates (shown in red in the revised IFB document) and provides answers to 29 vendor questions submitted prior to bidding. Mandatory site visits were held on February 4, 2026 at 10:00 AM and February 5, 2026 at 2:00 PM. The revised proposal deadline is March 6, 2026 at 3:00 PM Central Time. Key clarifications include confirmation that no interior chain link fence exists requiring removal; that vendors must provide their own portable toilet facilities; that background checks through IdentoGo are required for all on-site personnel; and that working hours are Monday through Friday, 7:00 AM to 5:00 PM Central Time.
The bidding documents require vendors to submit lump-sum proposals with itemized pricing for labor, materials, gates, sealer, and haul-off, along with documentation of five similar projects completed within the past three years and professional references. A Bid Bond equal to 5% of the bid amount and Payment Bonds equal to 100% of contract value are required if awarded. The contract includes a 1-year minimum workmanship warranty and manufacturer warranties for materials, with liquidated damages assessed at $75.00 per calendar day for late completion based on the vendor's proposed schedule. Progressive monthly payment is permitted for services completed in the previous month. Vendors may submit bids by sealed mail or electronic submission to heather.goll@tfc.texas.gov. All contractor personnel and subcontractors must complete mandatory criminal background checks through the Texas Department of Public Safety, with certain felony convictions resulting in permanent disqualification and other felonies requiring a ten-year waiting period. Bidders must comply with multiple Texas statutory certifications including E-Verify compliance and non-boycott provisions regarding Israel and energy companies. No specific budget or award value was disclosed in the procurement documents.
