About this file

This is an amendment to an Invitation for Bid (IFB) issued by the Walker County Purchasing Department in Texas for a diesel generator procurement and installation project. Amendment #1 modifies the site visit schedule for the four project locations. The original solicitation calls for sealed bids to supply and install diesel generators at four Walker County facilities: a 500 kW generator at the Courthouse, a 100 kW generator at the District Attorney's Office, a 250 kW generator at the Annex, and a 60 kW generator at Annex III. Each installation includes concrete pad construction, perimeter fencing with lockable gates, and electrical and plumbing work. The amendment reschedules all site visits to Tuesday, December 2, 2025, with staggered start times at each location (1:30 p.m., 2:00 p.m., 2:30 p.m., and 3:00 p.m.), with each session lasting approximately 30 minutes. Sealed bid responses are due December 17, 2025, at 10:00 a.m. Central Time at the Walker County Purchasing Office, located at 1301 Sam Houston Avenue, Suite 235, Huntsville, Texas 77340. The contract is a firm fixed-price agreement funded through the Hazard Mitigation Grant Program (HMGP) and extends from the award date through September 10, 2026, with no change orders permitted.

Bids exceeding $250,000 require performance and payment bonds at 100 percent of contract price from a certified Texas surety company, with a 5 percent bid deposit required for bids over $25,000. Contractors must maintain statutory workers' compensation insurance, commercial general liability insurance with a minimum $1,000,000 per occurrence, and commercial automobile liability coverage of $500,000 per occurrence. Bidders must submit one original and one copy of their bid response along with a USB drive containing pricing schedules, references, conflict of interest questionnaire, and insurance certificates. The contractor is responsible for providing temporary power during installation and minimizing service interruptions to county operations. All materials and workmanship require a minimum one-year warranty, and compliance with current building codes is mandatory. Contact information for bid submissions is bids@co.walker.tx.us or (936) 436-4937.
