About this file
This is a Request for Proposal (RFP) issued by Brazosport College for Construction Manager at Risk (CMAR) services for a multi-phased capital renovation project in Lake Jackson, Texas. The project encompasses approximately 16 designated capital renovation projects and one new construction project, with a total planning amount of $25,000,000 and an Amount Available for Construction Contract (AACC) of approximately $18,250,000 for Priority #1 projects. The RFP seeks a CMAR firm to provide pre-construction services, including constructability guidance, cost estimates, and construction schedules, and to ultimately deliver a Guaranteed Maximum Price (GMP). Key dates include a pre-proposal conference on April 29, 2025, and a proposal submittal deadline of May 21, 2025, with anticipated project completion by December 31, 2027.
The projects include renovations to various campus facilities such as the BC Central lobby, campus bookstore, Commons Dining area, student recreation spaces, and security systems, as well as new construction of a PET plant and a control room. The evaluation of proposals will be based on nine criteria, including the firm's ability to provide construction management services, qualifications of the CMAR team, past performance, cost control, schedule management, safety and quality management, knowledge of construction technologies, pricing, and compliance certification. The scoring will be weighted, with pricing and project delivery proposal carrying the highest weight of 30 points out of a total possible 100 points. The college intends to select the CMAR that provides the best value based on these criteria.

SECTION 2 EXECUTIVE SUMMARY
2.1 Scope of Work
a. The multi-phased capital renovation project in Lake Jackson, Texas, will consist of approximately 16 designated capital renovation and 1 new construction project as defined by the Campus Master Plan. These projects have been designated under two priorities and individual projects may be consolidated based on proximity, design and MEP compatibility and to generate economies of scale. The projects are as follows:
Priority #1Projects:
Project #1:
• The current lobby of BC Central includes seating and some other lobby furniture for waiting and/or working and is generally used in conjunction with the student services area that is adjacent. A help desk exists in the lobby area but is occupied by the Counseling Center and does not function as a general help desk. This project will consist of improved campus wayfinding signage, interactive student services kiosks, and improved surfaces to create a more welcoming and easily navigable space that students can use without need for interaction with multiple parties. This project will include improved layout to accommodate process flow including renovation of adjacent offices, IT upgrades, one-stop style kiosks, finish upgrades, and lighting upgrades. Construction will consist of incorporating new departmental operating processes to be incorporated into the design process.
• The space currently being used as the campus bookstore is being converted into a tech lounge. This space will include different styles of workstations, standing desks, and low seating, all with access to power and data.
Renovation costs will include new flooring, finishes, upgraded IT infrastructure, new furniture, new lighting, and mounted wall monitors and smart boards. Retail space for the bookstore will be maintained. This space may be incorporated into the Commons Dining Refurbishment.
• The Commons Dining Refurbishment will include replacement on the flooring, new finishes on walls, updated lighting, and modern furniture and monitors. Renovation does not include kitchen space or equipment and line serving space but may be included in the design process.
• The space currently being used as The Swamp (student rec and game room) will undergo aesthetic renovations to accommodate the social and interactive well-being of students and guests. Costs will include walls, ceilings, flooring, IT, furnishings and some space renovations.
Project #2:
• New Construction of an additional PET plant will be constructed on the north side of the BASF building. This will require new slab, fencing, and lighting.
A companion space for a control room will be renovated within a portion of the BASF building. Project costs include slab, fencing, lighting, and
Request for Proposals – Brazosport CMAR Page 10 of 36 renovation with the remaining budget allocated to cover an undetermined percentage of the equipment costs.
Project #3 & #4:
• Police Offices/Gator Mart. Renovation of the 12,000 sf Children’s Development Center will include space designed for Campus Police and the Gator Mart. Projects will include construction of a police command and control center, storage, offices, IT, shower/locker room, mechanical and electrical including a stand-alone generator, and space reconfiguration. Renovation of the Children’s Development Center will also consist of renovation of space allocated for the Gator Mart, a 3000- 4000 sf food pantry and storage facility to include movable commercial grade coolers, freezers, display storage bins/racks, dry storage, restroom, loading dock and minimal kitchen facilities. Site work for traffic flow will be included.
• Sadler Building renovation in vacated Gator Mart space.
Refurbishment will be restoring the space to modern classroom standards. Project costs will include paint, flooring, IT, furnishings, and A/V.
Project #5:
• Security on the Brazosport campus currently consists of a campus police department with dispatch, manual access control around campus, 5 blue phones, and a limited surveillance camera network.
Access control upgrades are needed across campus to an electronic system that is able to be controlled from a central location by campus police. Camera upgrades are needed across campus to high-definition cameras that are able to discern identifying characteristics of individuals and vehicles on campus. This project includes external access control upgrades on all external doors, camera upgrades around campus, and accompanying software upgrade needs for the camera system.
Project #6:
• The Dow Academic Center is one of the most heavily utilized buildings on campus for community events and gatherings, acting as a community anchor on campus. There are currently water infiltration issues at the north façade.
A water infiltration investigation will need to be conducted, to diagnose and
Request for Proposals – Brazosport CMAR Page 11 of 36 address the problem. Flooring in the main corridor is experiencing excessive wear near the main site of water infiltration and will need to be diagnosed as well. Interior doors to the main exhibit hall have incurred damage around their frames and will need to be replaced. Lighting system (lighting controls, etc.) and A/V systems throughout the building have reached end-of-life and will need to be replaced. Project will include water infiltration investigation and diagnosis, floor repair, door replacement, and lighting upgrades.
Project #7:
• The BC Central Library renovation will involve 4 main elements: Student collaboration spaces, a semi-enclosed glass workroom/classroom space, podcast rooms, and a new writing center. Project costs include furnishing, equipment, IT upgrades, finishes, A/V and MEP.
Project #8:
• Wayfinding across campus, both internal and external, will be updated. The primary focus of the campus wayfinding will be external structures and signage.
Priority #2 Projects:
• D-Wing renovations are focused on getting Facilities Services spaces updated and expanded as well as HVAC upgrades throughout the entire wing on both levels. This includes the installation of a vertical garden to act as a visual buffer between the outdoor Facilities work area and the main campus loop road. Project costs include finishes, IT, walls, HVAC, ceiling, and a vertical garden.
• Level 2 of the BC Central G-Wing is currently divided into 14 classrooms that are in need of full upgrades to building systems, finishes, furnishings, and fixtures. 6 of the classrooms will be combined to create the new Testing Center, the remaining classrooms will be combined in pairs to create 4 large multipurpose classrooms. Project includes IT, MEP, AV, finishes, furnishings, and construction.
• Faculty offices on the second floor of BC Central B-Wing do not have adequate soundproofing. As a result, occupants are able to hear private conversations from adjacent rooms. Sound attenuation measures will be put in place to reduce the traveling of sound between offices. Project includes sound baffling of ductwork, tight closure of ceiling to wall (caulking and/or trim), glass sound film, or add glass and door gasketing.
• Most finishes and fixtures throughout the L-Wing are dated and require updates. Renovations for L-Wing are allocated to floor 2 and the main corridor on floor 1. Renovations are generally aesthetic in nature and include flooring, drywall, finishes, fixtures, and IT upgrades. Costs for metals, structure, and equipment have also been included.

2.2 Pre-Construction Services
The exact scope of services required by the Owner will be set forth in the agreement between the Owner and the selected RESPONDENT/CMAR. The scope of work will consist of assisting the Owner’s staff and consultants in completing the Pre-construction Phase of the project. In conjunction with this approval, the RESPONDENT/CMAR will have also prepared a final Guaranteed Maximum Price (GMP).
The RESPONDENT/CMAR’s services during the Pre-Construction Services phase shall include, but may not be limited to, cost estimating, value engineering/scope adjustment, scheduling, logistical planning, constructability analysis, bid package administration, bidding of trade contracts, and the submittal of a Guaranteed Maximum Price (GMP) Proposal for the Owner’s optional acceptance, reflecting the entire cost, scope of work and quality intent of the Project before any construction funds are committed.
GMP Proposal shall be supplemented with a clearly defined and detailed breakdown of costs for the entire Project. All construction costs must be clearly defined and included in the GMP Proposal. All proposed allowances included shall be approved by the Owner and shall include estimated quantities and values justified by the RESPONDENT/CMAR. All clarifications, exclusions, and exceptions must be identified within pricing packages and the GMP Proposal.
The RESPONDENT/CMAR’s services during the Construction Services phase shall include, but may not be limited to administration, field supervision, coordinating subcontractors, maintaining quality, meeting schedules, and providing the general conditions work for the Project.
Generally, all trade contracts shall be competitively bid and assigned to the RESPONDENT/CMAR’s contract; however, when circumstances warrant it, the RESPONDENT/CMAR will be allowed to self-perform work that it traditionally performs with its own forces. This work shall be competitively bid by the RESPONDENT/CMAR against other contractors performing the same scope of work.
The RESPONDENT/CMAR shall implement and maintain a project controls system with full access to the project information by all project stakeholders. The RESPONDENT/CMAR shall allow for “open book” policy and facilitate review of all Project contracts, records, accounting and other documentation and information, in any form, to the Owner or persons designated by the Owner for auditing purposes.
The RESPONDENT/CMAR shall participate in the continuing design process as an integral member of the Project Team and shall perform Pre-Construction Services that, in general, shall include but not be limited to the following:
a. Attend all necessary work sessions with the Owner and A/E to gather and distribute information on the Project as required. It is anticipated that attendance of one (1) two-hour work session, every week, for the duration of the pre-construction period would be required.

RESPONDENT/CMAR to confirm accuracy of Civil Engineer’s earthmoving, import and export quantity assumptions prior to providing GMP.
h. Recommend a strategy for bid packaging the drawings and specifications relative to the Project approach and other pertinent considerations. Administrate the various bid packages for the Project.
i. Recommend and prequalify subcontractors and contract suppliers to develop a bidder’s list for review and approval by the Owner and the A/E. It is the Owner’s policy that only prequalified subcontractors and suppliers shall be invited to bid on various procurement packages on the Project and, further, that awards are then based upon the lowest responsible and conforming bids received. Minimum of three (3) bids per subcontract or subtrade, including work to be self-performed, unless otherwise agreed to by Owner. Subcontractors in the Lake Jackson area should be invited to bid on various procurement packages on the Project.
j. Prepare a detailed approach to phasing of the work, mobilization, logistics, quality control and safety of the public for review by the Owner and the A/E.
