About this file
This is a technical specifications document from the Texas Department of Criminal Justice (TDCJ) for the Pack Unit's transformer substation construction project (MWR #02623021), which involves replacing transformers and associated electrical equipment. The project requires two medium voltage switchgears (35kV and 15kV), installation of 1500KVA and 2500KVA pad-mounted transformers, grounding and bonding work, cable installation, and associated electrical components. The specifications detail requirements for cast-in-place concrete, basic electrical methods, medium voltage conductors and cables, grounding systems, hangers and supports, electrical identification systems, acceptance testing procedures, and pad-mounted switchgear requirements.
The technical requirements specify that the 35kV switchgear must have a BIL rating of 150kV while the 15kV switchgear requires a 95kV BIL rating, both with 600A main bus and 12.5kA symmetrical short circuit rating. The document includes detailed specifications for materials, installation procedures, testing requirements, and operational sequences. All electrical equipment must be Wi-Fi enabled for start-up, commissioning, and diagnostic troubleshooting. The specifications require testing and certification from qualified Electrical Testing Agencies (ETA) and compliance with multiple industry standards including NETA, NFPA, IEEE, and ANSI requirements.
