2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

EPS Group determines project deliverables based on the specific scope of work intended for the project. This should be completed within a scoping meeting with the Owner prior to determining a scope and fee proposal and a list of deliverables for each phase and scope item. Typically, within the Conceptual and Schematic Design phases of design, the project deliverables would generally consist of an Illustrative Conceptual Landscape Plan, Landscape Enlargement Plans (depending on the size and complexity of the project), Landscape Planting Plan, Walls/Monumentation Plan and Details, and Imagery/Charter Imagery Board for colors, materials. and plant material if requested by the agency. This is typically considered a 30% Design Document Submittal Set. The Construction Documentation phase deliverables would generally consist of a Landscape Cover Sheet, General Notes and Legends, Sheet Index, Material Plans, Material Enlargement Plans (depending on the size and complexity of the project), Material Details, Landscape Planting Plans, Landscape Planting Details, Irrigation Plans, Irrigation Details, and Landscape Lighting Plans and Lighting Details may or may not be required, and Project Specifications/Special Provisions. These would be delivered at 60%, 90%, and 100% Construction Document Submittals.

Our firm knows the successful completion of any assigned task requires a high level of responsiveness and production capabilities. This includes continual and proactive coordination of services, and properly communicating with the client regarding progress, issues, and decisions. Our proposed team’s approach to managing an assigned on-call landscape architectural task, which can vary in size and complexity, is to first come up with a project management plan that consists of a project schedule, project construction budget, weekly/monthly progress meetings, bi-weekly/monthly progress reports (depending on length of project), and team/client communication. All of these will assist in developing a project workload and the number of hours needed for each team member by phase and by task. These necessary tools ensure that resources are committed to each task within each phase of project work. They also are vital to ensure that schedules, deliverables, budgets, resources, workload, and commitments are met for each project.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

Yes, EPS Group is very familiar with Job Order Contracting (JOC) projects; it is a very efficient way of getting projects done quickly and easily for a variety of renovation or minor/smaller scale construction projects. Our firm can support a Project Manager with defining quantities and units of measure within a construction cost estimate spreadsheet at each phase of the delivery method. EPS Group would define what these times would be for each project and quantify those items and units of measure for each item. These would be completed at the 60%, 90%, and 100% submittals, allowing the team to dial in closer each time with the expected construction costs and assisting the Project Manager within the JOC process with the contractors. Our firm is very familiar with this method in each of our on-call projects with Arizona State University.

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

EPS Group uses a project management delivery method that assists the owner in achieving milestone schedule

Solicitation No. BPM006827

Description:

General Services Division

1400 W Washington St., Ste. B200 Phoenix, AZ 85007 dates and maintaining overall project schedule. Depending on the length and size of project, weekly/bi-weekly or monthly progress meetings are set to ensure that the schedules and delivery dates are met. Project team members and key sub-consultants attend those meetings to ensure that outstanding items are being addressed. Within those meetings, a Meeting Agenda is created to document the date, time, next meeting, purpose, location, attended by, general business, new business, schedule, and any outstanding items. All of these items become the Meeting Minutes, along with items discussed during that meeting. These important meetings ensure that the project design schedule is met without delay. Also, depending on the length and size of project, a weekly, bi-weekly, or monthly progress report can be generated to document the timeline from schedule, completed activities (last 30 days), upcoming activities (next 30 days), and any outstanding items. Again, this can be modified based on project length and complexity of the project. Successful delivery of a quality project is no accident – it is a planned achievement! Our experience has shown that the management process is often the determining factor in ensuring successful project delivery.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

EPS Group’s standard turn-around time for these design requests/changes or construction administration items are as follows:

- Design requests/changes – within a week

- RFIs – within 2 to 3 days

- Submittals – within 2 to 3 days

Differing Situations – Depending on the severity of the situations, however, we have the sense of urgency to resolve items promptly, efficiently, and correctly to ensure that the project design or construction schedule remains unchanged overall.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

Every project developed by EPS Group conforms to the requirements of the firm’s Quality Assurance Program.

Our process related to specific plans, specifications, and construction documents is extensive, outlining the responsibilities and procedures for delivering a quality product that includes checking and back-checking. We have a rigorous review and redline check/quality control process, which takes place prior to each submittal of any documents at least one week out prior, ensuring that all changes are addressed for each submittal at 30%, 60%, 90%, and 100% documentation. The quality control process is facilitated with a checklist that is followed to make certain each item is covered during the review, and that all items are checked for specific plans, specifications, and construction documents against company standards and submittal procedures.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement

Procore on this On-Call contract?

EPS Group has extensively utilized and used Procore project management software on multiple projects. It is a great portal for each design professional, owner, and contractor to access, upload, track, and share necessary drawings, specifications, RFIs, submittals, or project information all in one place where anyone can access it. Phoenix, AZ 85007 can also be managed to send necessary updates or send notifications that items still need to be reviewed or approved, such as critical construction administration items. Our firm plans on implementing the same for this on-call contract, utilizing the project management tool to coordinate submittals, the directory, documents, drawings, meetings, photos, punch list, RFIs, tasks, etc.

8. Does your firm use dimensions on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Yes, EPS Group dimensions certain enlargement plans and material details within our construction documents, if they are critical elements for constructability of that specific space/area and detail. Our firm, however, typically does not provide a layout plan for larger scale projects, unless it is necessary; we would include that in our original scope of work. Typically, EPS Group dimensions enlargement areas, such as plazas, ramada areas, playgrounds, etc.

Our firm’s design plans, between scaling and dimensioning on Design Drawings, are such that the plan sheets will always have a bar-scale and scale text – such as 1” = 10’-0” for example, for full size 24” x 36” drawings. If these are reduced or printed on smaller sheet sizes, the bar-scale on the drawing is always a good reference to have to actually proportionately scale the drawing with the bar-graph for a quick reference guide. As stated above, EPS Group will also include dimensions to enlargement plans that require a larger amount of detail and references for constructability. All material details are dimensioned for reference. If a layout plan is needed to provide that level of detail, our firm would build that into the scope and fee exercise during the onset of contract negotiations for the on-call task.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

Yes, EPS Group can put the pictures on the drawings with notes regarding all tie-in location points.

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

Yes, EPS Group can deliver this type of response deliverable using Bluebeam or other types of software to quickly respond back to owner or contractor RFI questions, efficiently using different colors, diagrams, text responses, and/or drawings for each question raised to eliminate confusion and to see comments from each design profession, owner, or contractor.
