| ExplanationForSelectingVendor: As described in the June 2025 Emergency Purchase Statement #25-426DOC-CENTO-B-48411 (“June EPS”), the Illinois Department of Corrections (“IDOC”) selected, under emergency authority, Centurion of Illinois, Inc. (“Centurion”) to replace its longstanding provider of comprehensive medical and mental health services, Wexford Health Sources, Inc. (“Wexford”). In a competitive procurement process that began in January 2023, Wexford had been selected to continue as IDOC’s health services vendor. However, despite more than a year of effort, IDOC and Wexford had been unable to negotiate a contract. Ultimately, IDOC concluded that the RFP no longer adequately represented its needs and was no longer in the best interests of IDOC and the State, and that therefore, IDOC would cancel the RFP. |
Concurrent with these procurement activities, Wexford has been performing medical and mental health services for IDOC under Contract No. 10009911002 and a series of emergency contracts issued pursuant to 30 ILL. COMP. STAT. 500/20-30 during the pendency of the RFP and corresponding post-award negotiations process. Since May 2025, Wexford is performing such services under an emergency declaration that expires on July 29, 2025. But as of June 2025, IDOC and Wexford had not executed a formal written contract in connection with such efforts.
The State had also become increasingly concerned with Wexford’s performance under the most recent emergency declarations and contracts, which has resulted in staffing levels far below Wexford’s contractual goals. As such and given the urgent need to ensure adequate uninterrupted healthcare services during the development of a new procurement, the State determined that it would be in its best interest to transition services to a new contractor.
Centurion was selected based on its successful transitions in large state systems, such as Florida and Georgia, jurisdictions comparable to Illinois in terms of complexity and scale. In these other states, Centurion has been able to rapidly achieve targeted staffing numbers in order to ensure high-quality medical and mental health services. This decision by IDOC leadership, including leaders of IDOC’s Office of Health Services, was based on at least two factors. First, Wexford’s performance in recent months has given rise to serious questions about whether Wexford Health is the most appropriate partner to help IDOC remain in compliance with consent decree issued in Lippert v. Jeffreys, Case No. 10-4603 (N.D. Ill.). And, second, Wexford’s refusal to sign any contract unless IDOC immediately agreed to pay certain disputed amounts left IDOC without assurance that it could rely on Wexford’s continued performance.
As explained in the June EPS, IDOC considered whether it could use a more competitive process of source selection. However, such competition was not practicable. It was essential that IDOC quickly and confidentially identify a vendor capable of managing a complex transition. As a result of this decision, Centurion was immediately prepared to begin recruiting healthcare staff already working in IDOC facilities. Retention of staff during and after the transition is essential for the continuity of care.
Under the June EPS, IDOC and Centurion contemplated a 90-day transition, during which Centurion would plan to assume responsibility for comprehensive medical and mental health services for individuals in custody. However, despite weeks of effort to negotiate with Wexford to continue to provide services during that 90-day period, it became apparent by July 21, 2025, that a contract with Wexford for services beyond July 29 would not be immediately forthcoming. As a result, IDOC determined that it must immediately declare a new emergency for purposes of executing a new contract with Centurion to begin providing comprehensive medical and mental health services on July 30, 2025.
ExplanationSuppliesServices: The Vendor will be responsible for completing a successful transition plan to assume responsibility for comprehensive medical and mental health services for individuals in custody. This transition plan will include staff oversight, recruitment, retention, and engagement. In addition, the vendor will be responsible for working with IDOC to identify service level needs within the health care units, as well as any outside service needs, that will support a successful transition of services. The Vendor will meet agreed-upon schedule(s) that will support the overall transition of comprehensive medical and mental health services.
Beginning on July 30, 2025, and while transition planning continues, Vendor is to provide the medical, dental, vision, audiology, pharmaceutical and mental health services for individuals in custody at specified State correctional centers. Under the direction of the IDOC Medical Director and the IDOC Chief of Mental Health Services and according to the program definitions and specifications as outlined in this contract, Vendor is to arrange and provide for services on-site and as necessary off-site at local hospitals, outpatient facilities and consultative physician offices. Agency recognizes that methods of delivery of these services may differ from methods used to provide services to members of the general public, but the care and services Vendor provides should be similar. It is the intent of Agency for all individuals to receive adequate and medically necessary health care services regardless of place of assignment or disciplinary status. Vendor will provide these services at the following correctional centers beginning with the effective date of this contract: Big Muddy, Centralia, Danville, Decatur, Dixon, East Moline, Elgin, Graham, Hill, Illinois River, Jacksonville, Joliet Treatment Center, Joliet Inpatient Treatment Center, Kewanee, Lawrence, Lincoln, Logan, Menard, Murphysboro, Pinckneyville, Pontiac, Robinson, Shawnee, Sheridan, Southwestern, Stateville (including the Reception & Classification Center), Taylorville, Vandalia, Vienna, and Western Illinois.
| TextField1: The Department will hold the vendor accountable for achieving a 20% Business Enterprise Program (BEP) participation goal during the extension term of the agreement. Centurion will utilize the existing subcontractor network to ensure continuity of care. As operations stabilize, the Department will work with Centurion to identify and include certified BEP vendors to meet or exceed the established goal. |
