ExplanationForSelectingVendor: Baker Tilly has been involved in desk audits for the Office of Contract Administration, has experience with the State’s processes and procedures, is familiar with the transition of grant monitoring systems, and is immediately available to begin work.
ExplanationSuppliesServices: The Department of Human Services (DHS), Office of Contract Administration (OCA) needs to contract for professional accounting and auditing services to meet current agency demand. The vendor will evaluate the effectiveness of internal controls among grantees.
DHS lacks sufficient resources to perform this testing in house - the review will evaluate compliance with 2 CFR 200 (Uniform Guidance), and other statutory requirements as identified in the IDHS Fiscal Administrative Review (FAR or Review) Process and Procedures manual.
Due to the potential steps that may result from the review, procuring these services is time sensitive. The Department needs to procure services through the most effective process available; failure to do so could result in an adverse legal action.
TextField1: Using the BEP Goal Forumula, there is a 4% opportunity to utilize BEP vendors. The vendor has been advised and they use BEP vendors in their State Contracts.
