About this file

This is an Emergency Purchase Statement issued by the State of Illinois, Central Management Services, Division of Bureau of Strategic Sourcing, for the procurement of HVAC equipment rental services at the Chicago Medical Center located at 1950 W. Roosevelt Rd., Chicago, IL 60641. On July 27, 2026, a York chiller at the facility was struck by lightning, rendering it inoperable with parts unavailable for immediate replacement. The State determined that a rental 500-ton chiller unit was necessary to maintain safe building temperatures and protect employee and public safety during high-temperature and humid weather conditions. The Stone Group, located at 300 W. Jefferson, Springfield, IL 62702, was selected as the sole vendor due to the specialized size requirement and immediate availability of the equipment. The rental chiller was to be delivered and installed while the State evaluated options for permanent replacement. The emergency purchase was authorized and work commenced on July 28, 2026, making this the award date. No formal response deadline, bidder conferences, or site visits were documented, as this procurement was conducted under emergency authority granted by 30 ILCS 500/20-30.

The estimated expenditure for this emergency purchase is $125,000, designated as State Appropriated Funds with an "Estimated" cost designation, requiring submission of an Emergency Final Cost form by August 10, 2026, should actual costs differ. The Stone Group was selected based on the limited vendor pool capable of supplying a 500-ton chiller unit on an emergency basis. Although the State made best efforts to include Business Enterprise Program (BEP) certified contractors, no BEP vendors registered in the relevant commodity code possessed equipment of the required capacity. No active State contract was identified as meeting the emergency need. Martha Blackwell, Facilities Portfolio Manager, authorized and signed this emergency purchase statement on July 28, 2026, certifying that the procurement was made with as much competition as practicable under the circumstances and in compliance with Illinois emergency procurement regulations.
