About this file

This is a qualifiers document outlining the minimum experience and staffing requirements for contractors bidding on the EIN Construction Manager as Advisor (CMa) pre-construction support services contract with Brookhaven Science Associates, a Department of Energy Office of Science entity. The document establishes three primary qualification categories that prospective offerors must satisfy.

Under Project Experience, contractors must demonstrate direct experience providing Construction Management as Advisor services on three projects of 180,000 square feet or larger completed within the past ten years that include utility infrastructure and site work; three projects involving major site development with subsurface tunnel construction for transportation, industrial, utility, or research facilities valued at minimum $8 million per project; and three projects with process piping for industrial cooling systems including cooling towers and associated controls. For Past Performance, offerors must document completion of three constructability reviews on projects exceeding $100 million in value, three projects involving construction schedule development and maintenance spanning more than 730 calendar days, and three construction cost estimates for clients on projects valued above $100 million. Key Personnel requirements mandate a company organization chart demonstrating resource availability; a Project Manager with minimum ten years' experience on industrial or commercial projects; an Estimator with ten-plus years on large-scale projects of 180,000 square feet or more holding CPE certification from the American Society of Professional Estimators or equivalent; a Scheduler with ten-plus years developing schedules for large-scale, multi-building developments exceeding 730 calendar days; and a Project Engineer with seven-plus years' experience in new building construction including excavations, foundations, steel superstructures, and mechanical, plumbing, and electrical services. Offerors must submit capabilities statements to Eric Nagel at enagel@bnl.gov to acknowledge understanding of all requirements and identify any exceptions with recommended solutions.
