About this file

This document is an Exceptions to Fair Opportunity (EFO) justification for a sole-source modification to an existing task order under the J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite Quantity (IDIQ) contract. The modification is being awarded to Information Technology, Strategies, LLC (IT-Strat) to provide Subject Matter Expertise and Oracle Business Intelligence (BI) services to support the ELLIS application under the Enterprise Application Support task order. The additional support is required to implement a BI solution to enable data collection, storage, and analysis for the ELLIS platform, which will allow users greater visibility into vendor delivery performance. The modification also includes test, development, and production support for the ELLIS application to ensure uninterrupted operations. The total estimated value of this requirement is approximately $1.6 million, with a period of performance starting in August 2023 and extending through September 2025. The sole-source justification is based on IT-Strat's unique qualifications and institutional knowledge gained through the initial task order, which makes them the most efficient and cost-effective option to provide the required support.

Matter Expertise and Oracle Business Intelligence (BI) administration support to optimize reporting options for greater processing power to aid in vendor delivery performance for users of the application.

In accordance with FAR 16.505(b)(2)(i)(C), this modification must be issued on a sole-source basis to Information Technology, Strategies, LLC (IT-Strat) in the interest of economy and efficiency because it is a logical follow-on to the initial task order placed against IT-Strat’s J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite Quantity (IDIQ) contract, SP4709-17-D-0054/SP4709-22-F-0085 (the “Initial Order”). This work will be awarded to IT- Strat via modification to the Initial Order. All JETS IDIQ contract holders were provided fair opportunity to be considered for the original task order award. Award was made on October 1, 2022 in the amount of

The original requirement for DLA Enterprise application support services was primarily focused on consolidated application support including application database administration, application-level web system administration, and technical support for up to an estimated 300+ DLA Applications/Systems hosted in production, test, development, and/or staging. Only two offers were received in response to the solicitation, and the offer submitted by IT-Strat was the only submission determined to be technically acceptable.

This modification will add a Firm-Fixed-price Contract Line-Item Numbers (CLIN), Task 15. The contractor will provide Subject Matter Expertise (SME) support to ensure uninterrupted dashboard reporting options for the ELLIS application under the scope of the Enterprise Application Support task order. The additional support to be provided is detailed below in Section 3.

An addendum to the original EFO is created to incorporate additional support for Test, Development, and Production Efforts. The additional support will provide advanced technical expertise in managing, analyzing, and resolving complex IT infrastructure issues that will directly impact DLA Energy’s operational capabilities. The modification will add support to Option Period 1, CLIN 1010 – Task 10 (OPTIONAL): DLA Energy Procurement Support Tools (EPST) Technical Integration and Support Analysis; and Option Period 2, CLIN 2010 – Task 10 (OPTIONAL): DLA Energy Procurement Support Tools (EPST) Technical Integration and Support Analysis of the Initial Orders for IT-Strat.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:

The purpose of this modification is for IT-Strat to provide Subject Matter Expertise and Oracle Business Intelligence (BI) services under the EAS task order to meet the requirements under the J62F Small Financial Applications Portfolio. The additional required support is specific for ELLIS application activities, to implement a BI solution to enable the collection, storage and data analysis from the current ELLIS platform. The results of the analysis will then support the implementation of a modernized ELLIS dashboard, which will give users a full complement of access, and information delivery options, all in one fully integrated Web environment.

The modification would also provide direct technical support to install Oracle BI Publisher (BIP) to the ELLIS application, which would extend the data tables to the ELLIS customers. The addition of the BI Publisher would further allow the ELLIS application users to enable the execution, tracking, measurement, and analysis of vendor on-time performance based upon a

Source Selection Information See FAR 2.102 and 3.104 contract’s statement of work. Without updating the BI solution for ELLIS, the user community and Contract Officers will no longer be able extract the electronic data interchange transactions which determines the start and stop points in metric calculations included in DVD Contracts.

Under the EAS Task Order, in support of the ELLIS platform, IT-Strat currently provides application database administration, and supplies technical guidance to the ELLIS developers. IT- Strat also manages the testing environment for the ELLIS applications and has direct familiarity with the inner application framework. This modification will provide IT-Strat with specific expertise to transfer the current ELLIS application platform to a new BI Solution platform. Once the new ELLIS platform is established and placed on an Oracle database, the ELLIS Program Management Office can introduce and deliver an upgraded dashboard where all application components are integrated on one common architecture. Additionally, the BI Solution will enable the execution, measurement, and analysis of DVD contracts through rich data visualizations, system sustainment, hardening, hosting, and business analytics for the proper tracking and monitoring of contractor performance.

The EAS task order was awarded in October 2022, without encompassing the specific requirements to achieve the ELLIS BI and dashboard solutions. The required activities to improve, streamline and install a BI Publisher for the ELLIS dashboard were not envisioned at the time of award, however, under operational management changes within J62FG, it was determined the requirements for ELLIS application enhancements are needed to address the growing number of users and contracts that have data supported in the application.

The additional services required will need to occur beginning August 7, 2023. If the support is delayed or not awarded, it will impede current and on-going system analysis, testing of the environments, and the installation of the BI solutions for the dashboard updates which will optimize the reporting options and data loads.

Previously, the total estimated dollar value of the requirement was , including the base and option period. The modification added support under the following firm-fixed price

CLIN:

Task 15 BI Solution Installation and Dashboard Support

The modification added support under the following Periods of Performance (PoP) as outlined below:

Period Period of Performance Base Period August 7, 2023 – September 30, 2023 Option Period # 1 October 1, 2023 – September 30, 2024

The addendum to the original EFO adds Test Support, Development Support, and Production Backup Support under the subject task order. Test and Development Support is required to ensure ongoing operations which are crucial for maintaining the integrity and efficiency of DLA Energy’s logistical and operational frameworks. Production backup support is vital for maintaining uninterrupted service and safeguarding against potential system failures or downtimes which are

Source Selection Information See FAR 2.102 and 3.104 particularly critical in the high-stakes environment of DLA Energy where delays can impact energy supply chains and operational readiness.

The additional support is required for a July 2024 start during Option Period 1. If the support is delayed or not awarded, it will negatively impact on-going modernization development efforts.

The total estimated dollar value of this requirement is . This modification will add support under the following Periods of Performance as outlined below:

THE EXCEPTION CITED:

Pursuant to FAR 16.505(b)(2)(i)(C), this modification must be issued on a sole-source basis to IT-Strat in the interest of economy and efficiency because it is a logical follow-on to the Initial Orders. As indicated in Section 2, all JETS IDIQ contract holders were provided fair opportunity to be considered for the original task order award.

The original Enterprise Application Support contract requirement was solicited to all eligible JETS IDIQ contract holders. There were two offerors that responded to the solicitation request for this DLA Enterprise Application Support contract. After review of the offerors’ proposal, IT-Strat was the only feasible option to satisfy this requirement. The Initial Order was issued to IT-Strat in October 2022 as a follow-on contract, with a start date of October 01, 2022, under SP4709-17-D- 0054/SP4709-22-F-0085. The task order was awarded on a Small Business competitive basis as contractors under JETS received notice and fair opportunity to submit an offer.

Source Selection Information See FAR 2.102 and 3.104

The modification must be awarded to IT-Strat because the requirement aligns to the current awarded task order. IT-Strat is already providing the support and this modification will simply provide for additional test, development, and production work.

Under the Initial Orders, IT-Strat currently provides consolidated application support and technical services to Information Technology (IT) programs and projects across the DLA J6 Information Operations IT Enterprise. IT-Strat currently delivers application support services for monitoring, tuning, troubleshooting and optimizing web applications, databases, and Commercial Off-the-Shelf (COTS) products, as well as, configuring, testing, and deploying new enterprise web applications, databases, and COTS products that support the DLA IT Enterprise. The need for additional support is required to meet the business-driven needs for new and enhanced capabilities.

The impact of not awarding the requested modification, could delay DLA Energy’s modernization efforts. The additional support is needed to move forward with overarching strategic goals of energy management and distribution.

IT-Strat has a proven aptitude for supporting Small Applications across the DLA Enterprise. Over the course of performance of the Initial Orders, IT-Strat has grasped crucial knowledge necessary to support new and emerging requirements. Utilizing another contractor at this juncture would require an extraordinary number of resources and years of extra re-work. Given the immediate need for additional support, this is not a viable option.

Alternatively, modifying the Initial Orders for IT-Strat, to provide additional support will promote Government efficiency; therefore, the modification is the most efficient way to satisfy this requirement and ensure DLA’s acquisition needs are addressed. IT-Strat has the only current skilled contractors capable of providing the needed resources required by the Government in an efficient and timely manner necessary to prevent critical mission failure. IT-Strat’s current workforce is supporting DLA Small Financial Application efforts and possess extensive and detailed knowledge about the complex set of application innerworkings. IT-Strat is uniquely positioned to deliver support services within the established delivery schedule. Furthermore, IT- Strat is the only contractors capable of performing this requirement in an efficient and timely manner because of their cumulative position of having the institutional knowledge.

For the support services in the DLA - J62 Enterprise Application Support contract, IT-Strat has established themselves as well-integrated components, and other DLA Small Application support services. DLA anticipates obtaining significant value by procuring additional support services from IT-Strat by modification of the contract Initial Orders. Consequently, issuing a task order to any contractor other than IT-Strat would result in a significant increase of costs to the Government.

The DLA - J62 Enterprise Application Support requirement was solicited to all JETS vendors and were provided with a fair opportunity to compete on the original award, but the only technically acceptable offer received was from IT-Strat. Modifying the EAS Contract would be the only viable option for award. Considering the substantial work that will be performed by IT-Strat under follow on task order SP4709-22-F-0085, utilizing another contractor to complete these efforts would adversely impact the application services support of the DoD and DLA mission and goals.
