About this file

This document is a Controlling Board Request from the Ohio Department of Education and Workforce, specifically a waiver of competitive selection for fiscal years 2026 and 2027. The request involves contracting with the National Student Clearinghouse (NSC), located in Herndon, Virginia, under Controlling Board Number EDU0105146. The contract is authorized under Ohio Revised Code §127.16 and was approved at a meeting on 10/20/2025.

The contract's primary purpose is to leverage data on Ohio students' postsecondary enrollment, including out-of-state and private institutions, for the Ohio School Report Card. The total contract value is $434,112 ($226,100 in FY 2026 and $208,012 in FY 2027), funded through the General Revenue Fund (GRF). NSC will provide a dataset with aggregate reports for each high school, including expanded data elements such as gender, ethnicity, economic disadvantage, disability status, and test scores. The state may submit up to eight years of historic graduate data and four request files of up to 476,500 records. Reports will be updated three times annually, and the contract is structured as a sole-source procurement due to NSC being the only comprehensive source of such postsecondary enrollment data.
