II. EVALUATION FACTORS FOR AWARD
Basis for Award An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical approach; 2) staff resumes; 3) past performance; and 4) price. It is the Government’s intent to award a firm fixed- price purchase order based upon initial offers without entering into discussions or negotiations (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price standpoint, reflecting ANY AVAILABLE DISCOUNTS. While it is the Government's intent to make award based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions.
Evaluation Criteria The Offeror’s proposal will be evaluated in terms of the following criteria:
1) Technical Acceptability
a) Technical Approach
b) Staff Resumes
c) Past Performance
2) Price
Order of Importance The Technical Acceptability is more important than price in the selection of a contractor for award. When the Technical Acceptability of two or more Offerors’ proposals are evaluated as essentially equal, the quoted Price may become the determining factor in awarding a contractor.
Technical Acceptability Technical Acceptability of the Offeror’s proposal will be evaluated based on the following:
Technical Approach - The Offeror’s technical capability to satisfy the requirements of the SOW as demonstrated by its written technical approach.
Staff Resumes – The experience and expertise of the Offeror’s proposed staff to meet the requirements of the SOW as demonstrated by the staff resumes.
Past Performance - The Offeror’s recent (within 5 years) relevant work experience in the following areas as demonstrated by its past performance documentation:
In depth knowledge of the construction industry and regional construction markets, including trends and pricing, as well as the tools required for performing estimating services which may include information from databases, contractor organizations, contractors, suppliers, and any other available sources.
Expertise to prepare related cost estimates and quotes.
Ability to translate production based estimates and to provide summary and detailed cost breakdowns.
Ability to review construction contract documents for quality concerning bidding and construction.
A thorough knowledge of bridge construction means, methods, and equipment.
Working knowledge of risk management strategies, including risk identification assessment, and cost quantification and assignment of the probability of occurrence.
Demonstrated, practical experience of using new innovative construction practices in transportation projects.
Demonstrated familiarity with GRS-IBS construction of various types (reinforced slopes and walls in particular).
Price The Offeror’s quoted price will be evaluated based on the total firm fixed price proposed for CLINs 0100 – 0400.
