Question 21:
B.6 Page 6. How do we calculate the Base Period, Contract Year Ceiling Amounts? Do we leave that line blank for now, since we do not know how many Task Orders we will be awarded?
NHTSA Response:
Offerors shall complete the unloaded low and high labor rates in Section B.6 (Note, the ceiling amounts should be left blank). Please note that the ceiling amount for this Human Factors IDIQ Program is $35 million. This ceiling amount will be dispersed among all awardees for “each” contract performance period." The amount allocated to each awardee will vary based on the number and quality of offers received. However, the combined awarded value, inclusive of all awards, will not exceed $35 million.
Offerors shall use and provide two Business Proposal Templates: one to include the cost for the hypothetical task order and one for the cost of the kick-off meeting for the IDIQ contract.
Question 73:
From the response to Question #5 in Amendment 000001, we understand that NHTSA requires three (3) completed past performance questionnaires. However, the amended solicitation language in L.9 under Part III indicates that “The Offeror shall provide a list of three recent projects completed that were similar to the effort…”. This seems to suggest that NHTSA would only like to see a total of three projects included in Part III. Can we provide more than three projects in our Part III response in order to communicate the capabilities and qualifications across our team?
Any guidance or information you can provide is appreciated.

In accordance with Amendment 000001, only three (3) completed past performance questionnaires are required.
