Q6 What other Companies are bidding on this proposal?

Q7 The SF 1449 allots 5662 regular hours of service per year. Is the contractor to assume they will generally hit 5662 hours of service per year – i.e. roughly the swing and graveyard shift?

A7 There are several factors which may affect the number of hours required during the base year such as the contract award date and how it relates to the dates that the three remaining government positions are vacated. It is estimated that an excess of 6500 hours will be required during the base year and 8500 hours during the option years. This is an estimate, but no guarantee of the number hours required during base and subsequent option years. All three government positions are expected to be vacated by December 2016, with the first occurring in June, the second in September and the third in December. These timeframes are expected, but not guaranteed. The hours previously quoted will be required on all shifts and may include holidays.

Q8 Please clarify if the contractor or Government security force will work Holidays to allow for proper budgeting.

A8 Both the contractor and government security personnel will work holidays depending on the watch schedule.

Q9 Please clarify if this is a Service Contract Act Wage Determination Guard I or Guard II rate.

A9 That determination is to be made by the contractor.

Q10 Is the awarded contractor to provide OC, Baton, and security belt?

A10 Yes, the contractor will provide the OC, Baton and security belt.

Q11 Is free on-site parking available for security guards?

Q14 What is the transition timeline between notification of award and start date on 1 June 2016?

A14 No transition timeline is required.

Q15 Are guards to be armed with a weapon, or merely OC and baton?

A15 No, the guards will not be armed with a weapon, just OC and baton.

Q16 How would you like the RFQ to be laid out? Merely the price breakdown for all base and options years as listed in the SF1449?

A16 The Offeror is required to provide a capability statement and a pricing structure for the base and option years.

Q17 Please provide a seniority listing of current contractor assigned personnel for purposes of computing vacation time into bill rates based on applicability of as Nondisplacement of Qualified Workers clause.

A17 N/A

Q18 Is the waterborne security guard part of this contract? Or another contract? Or, is that post a government employee?

A18 No, the waterborne security guard is not part of this contract. The waterborne security guard is a government employee.

Q19 In the RFP you reference the Attachment A - Fleet Security Forces, Instructions, Duties, and Responsibilities. This is needed to identified the staffing requirements for the number of guards. After reviewing the RFP, I did not locate the Attachment A. Can you please provide this Attachment?

A19 The referenced document is a procedural document which is revised periodically. It is currently being revised and will not affect pricing for this contract. There will be one (1) guard on duty per eight (8) hour shift.

Q20 Do you require security patrol vehicles for this operation? If so how many?

A20 Security patrol vehicles are not required for this operation.

Q21 What is the total number of guards on duty per (8) hour shift?

A22 A supervisor is not required for each shift, just a security guard.

Q23 Will there be a security office for report writing and Security Manager location?

A23 Yes, there will be a security office available.

Q24 Will the Government please provide clarification on the number of hours and regular guard shifts it would like Contractors to quote for?

A24 There are several factors which may affect the number of hours required during the base year such as the contract award date and how it relates to the dates that the three remaining government positions are vacated.

Q25 Will the guards be required to drive any motor vehicles on this effort? If, what kinds and will the Government or the Government provide them?

A25 The security guards will occasionally use government provided vehicles during the performance of their duties. The vehicles available for their use will be pick-up trucks, both electric and gasoline powered.

Q26 Will Contract Guards be augmenting Government Guards? How many and which type of guards (i.e. Contractor or Government) will be required for each shift?

A26 Each shift will require only one security guard. During a portion of the base year, this will either be a contract or government security guard. During the option years it will be a contract security guard.

Q27 Will Contractor Guards also cover Government Guard shifts on Federal Holidays and or as called for by the CO or COTR?

A27 During the base year, the contract security guards may or may not be assigned shifts on federal holidays. Government security guards will cover shifts on federal holidays that occur on their assigned schedules. The CO or COTR may request additional coverage from the contractor on unoccupied shifts, which may occur on any of the three shifts or holidays.

Q28 Would the Government please provide specific instructions as to the sections/volumes/information other than Reps and Certs and Pricing, that they would like to see in the as well as the page limits?

A28 Contractor need only provide a simple capability statement along with a pricing volume.

Q29 If the SAM is updated, what forms are required to be submitted?

A29 No additional forms are required.

Q30 Per 4.5 - wage Determination, a company is exempt from the wage determination requirement if the contract is not more than five employees, correct ?

A30 The reference is unclear and cannot be found. However, the Contracting Officer has no plans to request a waiver from the SCA.

Q31 If this contract is exempt from the wage determination, what is the minimum wage rate and benefits we must pay the employee?
