1 Agency Background
The Department of Transportation, Maritime Administration’s, U.S. Merchant Marine
Academy’s continuing mission is to educate and graduate licensed merchant mariners of exemplary character who will serve America’s marine transportation and defense needs in peace and war. Within USMMA’s Marine Engineering Laboratory, the focus is to train engineering students in the operation, maintenance and repair of the latest marine engineering systems leading to an academic degree and USCG license.
The United States Merchant Martine Academy (USMMA) is an agency of the Maritime
Administration (MARAD) managed by the United States Department of Transportation.
The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic
Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf.
All work shall meet or exceed the standards provided in the Secretary of the Interior’s
Standards for Rehabilitation and guidelines for applying the standards published by the
National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.
2 Project Background
The purpose of the OWS simulator lab is to train Engineering Midshipmen in the function, operation, and maintenance of a typical flocculent type OWS system commonly found on large merchant vessels. This training is required by the US Coast Guard to satisfy STCW assessments in order to obtain a Third Assistant Engineers License. Obtaining this license is a requirement to graduate from USMMA.
The desired outcome of this contract is to have a fully functional flocculent type OWS system operating in the engineering laboratory to train midshipmen.
3 Project Scope
USMMA is seeking a potential contractor who possesses the experience, knowledge and ability to propose the best solution for the design, selection, procurement, installation, and testing all of the components and utilities necessary to create a custom flocculent type OWS system.
4 Tasks and Deliverables
At the conclusion of the project, the contractor will deliver a fully functioning flocculent type
OWS system, through the completion of the tasks listed below.

6 Operating Constraints
Contractor will be required to remain within the resource constraints of the laboratory.
Constraints include but are not limited to electrical power supply, water supply, compressed air supply, temperature/humidity extremes, physical available footprint, overhead height, drainage system, local/state/federal codes, historical status, etc…
Contractor must design the OWS system within the physical constraints and resource constraints of the laboratory that ultimately meets the needs of the Government. Physical constraints include but are not limited to footprint area, overhead heights, bulkhead space, temperature and humidity extremes. Resource constraints include but are not limited to water supply and proximity, electrical supply and proximity, existing drainage proximity, and compressed air supply and proximity. Design must conform to all local/state/federal codes and regulations, as well as historical location restrictions.

8 Period of Performance
The contractor shall provide a proposed period of performance and system maintenance requirements (if any) as requirements and/or optional items in the contract, based on the design and installation of the OWS proposed.
8.1 Performance Requirements
8.1.1 Government Furnished Materials, Equipment, Power, Etc., as applicable
Contractor must supply all of the components, materials, tools and equipment to satisfy the contract. Government will provide appropriate USMMA personnel for consultation and support upon request.
8.1.2 Instructional/Operation Manual
Contractor will provide all component documentation (warranty, parts lists, etc…) as well as a system operating manual.
8.1.3 System Testing
Contractor will supply documentation verifying the full operational readiness of all aspects of the
OWS system.
Contractor shall prove proper operation of the new OWS Simulator/Lab to the satisfaction of the
USMMA COR, including the content of the OWS Simulator/Lab operational manual.
8.2 Qualified Personnel
The Contractor shall provide qualified personnel to perform all requirements specified in this
SOO.
Contractor shall accomplish this installation in accordance with all Academy, local, state and federal building codes that apply. Electrical work shall also be installed in accordance with
Enclosure 4, Electrical Work Guidelines at USMMA.
8.2.1 Project Manager
The contractor shall provide a Project Manager who shall be responsible for all contractor work performed under this project. The PM will be designated as key personnel for this project.
The PM shall be a single point of contact for the Contracting Officer and the Contracting
Officer’s Representative. It is anticipated that the PM shall be one of the senior level employees provided by the contractor for this work effort. The name of the PM, and the name of any alternate who shall act for the contractor in the absence of the PM, shall be provided to the
Government as part of the contractor's proposal. During any absence of the PM, only one alternate shall have full authority to act for the contractor on all matters relating to work performed under this task order. The PM and all designated alternates shall be able to read, write, speak and understand English.
The PM shall be available to the COR via telephone between the hours of 8:00 am through 4:30 pm EST, Monday through Friday, and shall respond to all requests for discussion or resolution of technical problems within 48 hours of notification.
The contractor shall provide a PM that satisfies the minimum qualifications as follows:
Have experience in the operational characteristics of a Flocculent type OWS system.
Have experience in the installation of a Flocculent type OWS system.
Have the knowledge to select OWS components that will satisfy the SOO
Have the experience, knowledge and ability to determine the utilities necessary to operate the custom system and install the utilities in accordance with codes
Have the experience, knowledge and ability to operate the custom system, prove out the testing and performance, and train staff in the operation and maintenance of the system.
The PM must also be:
On-site during all phases of the contract
Authorized to make on-site decisions and provide direction to staff
Knowledgeable of all phases of the contract
Contactable via cellphone during regular business hours for the length of the contract
A resume shall be submitted with the proposal.
8.3 Key Personnel
Before replacing any Key Personnel, the Contractor shall notify the Contracting Officer at least
15 business days in advance, submit written justification for replacement, and provide the resumes of any proposed substitute(s). All proposed substitutes shall possess qualifications equal or superior to those of the Key Personnel being replaced. The Contractor shall not replace Key
Personnel without the Contracting Officer's approval. The Government may designate any additional positions as Key Personnel at the time of award. Regardless, any change in personnel shall be with an individual with equal or greater qualifications and experience.
Key personnel are defined as individuals who are responsible for the success of a particular endeavor. The key personnel are critical to the success of the venture and must own and be accountable for their particular competencies.
8.4 Specifications
Best commercial practices shall be employed during the performance of this project.
The contractor must provide all necessary qualified personnel, facilities, materials, platforms, tools, and services to accomplish the efforts required within this Statement of Objectives.
Vendors must demonstrate the following proficiencies:
Have experience in the operational characteristics of a Flocculent type OWS system.
Have experience in the installation of a Flocculent type OWS system.
Have the knowledge and ability to design a custom OWS system given the constraints of the laboratory space and resources
Have the knowledge to select OWS components that will satisfy the SOO
Have the knowledge and ability to select or fabricate tanks suitable for the system
Have the experience, knowledge and ability to determine the utilities necessary to operate the custom system and install the utilities in accordance with codes
Have the equipment and tools necessary to install the system
Have the experience, knowledge and ability to operate the custom system, prove out the testing and performance, train staff in the operation and maintenance of the system, and satisfy the warranty considerations.
The contractor must provide all of the necessary technical, business and administrative planning, organizing, directing, and coordinating actions required to manage and to control activities associated with the contract.
