Solicitation: DTMA91R1600045 – Procure and Install Custom Oily Water Separator

Questions and Answers

Question: Can we conduct the visit remotely via skype etc?

Response: The intended location does not currently have wireless wifi access to allow for remote transmission.

Question: Do you have a specific oily water separator in mind (model)?

Response: No specific make or model, a flocculent type, approx. 50 l/hr, typical of what is found on current US Merchant vessels is desired.

Question: Is there existing drawings that you are wanting i.e. you know exactly what the midshipman are required to be certified on?

Response: No, we do not have a specific need

Question: Timeframe of course?

Response: Target is to award by 30SEP16 and complete ASAP

Question: After the visit will we be required to compete in a bid process for this project?

Response: There is no requirement to bid

Question: Will this project still be awarded on the 30th of September 2016?

Response: That is the target/goal date

Question: For this water treatment station, how many gallons do you want to treat per hour, day, week, month and year? (Need to determine the size of the plant?)

Response: Somewhere near 500 liters/hour

Question: The water to be treated will only be polluted by oil or by other chemicals and or bio solids as well? (What are the other elements?)

Response: Just oils

Question: Is the water sea water or fresh water?

Response: Both are an option, but prefer seawater

Question: How big is the area that you have set aside for this project? (How much square footage do we have to build this treatment facility?)

Response: Appx 150 square feet, with up to 15 people being instructed

Question: Does this facility be working 24/7 or intermittently as need to train your people?

(How many hours per day, week, month, year?)

Response: Appx 3 hrs. per session intermittently for a total of 100hrs per year

Question: In the area that you have reserved to build this project what kind of power is available? (460 Volts 3 phase? 230 Volts 3 phase? 230 Volts single phase? 115 Volts single phase?)

Response: All types up to 480 3 phase are in the building. Service may need to be installed from a utility room appx 60ft from location

Question: Do you need this treatment plant to be permanent or movable to a different location?

Response: Permanent

Question: Why is U.S DOT choosing a Flocculent type of OWS when there’s only 2

Manufacturers that make them in the world and none of them are made in the USA? Can a membrane type/non-flocculent type of OWS be offered?

Response: okay with considering this type of unit as a possible solution to be

Question: Is there an existing OWS system? If not, may the new tanks be GRP or plastic?

Response: There is not an existing system. The tanks (and entire system) should be made from a material resistive to corrosion in a seawater environment.

Question: What size system is required in liter/hour or GPM?

Response: A unit in the range of 500 liter/hr would be sufficient

Question: What storage capacity is required?

Response: Tank sizes should accommodate the system operating at full capacity for at least one hour using clean or contaminated water

Question: Is the effluent going to be run into an existing drainage system or held for outside disposal?

Response: Current thinking is to have a closed system and reuse the clean and contaminated contents (returning overboard and waste tanks to the bilge tank)… open to other alternative solutions

Question: Has the location in the Marine Engineering Laboratory been determined and its it free of interference?

Response: General location is selected and modifications can be made to satisfy the design

Question: Is there a requirement for recommended spare parts?

Response: Not required, but recommending spare parts can only enhance the response

Question: Do you know how many they plan to train on this simulator at once?

Response: Total of up to 15 students and instructors will be involved in each training session.

There must be sufficient space radially around the critical locations in the system to reasonably accommodate up to 15 persons.
