DTMA2Q20110035 AMENDMENT 0001

Q: Are detailed arrangement and installation drawings of the new and modified piping systems required, or will the ABS reviewed and approved system diagrams with all necessary details as listed in the RFP be sufficient?

A: Detailed arrangement and installation drawings are required for any new and/or modified systems related to this SOW. These drawings are required to be stamped approved by ABS and reviewed and approved by USCG (MSC).

Q: Is any study dealing with replacement of the generators available? If so, is it possible to get a copy of such study or studies?

A: This author (Marine Surveyor, Matt O’Donnell) is not aware of any previous study regarding replacement of the generators.

Q: For estimating the cost of transportation, please advise how many file cabinets of drawings are there?

A: 33 drawers.

Q: Are hard copies of the drawings required to be returned to the ship?

A: Yes, all ship’s drawings and microfiche shall be returned.

Q: Are any of the existing drawings (hard copies or microfiche) classified?

A: No.

Q: Are any ITAR requirements applicable for handling the drawings?

A: The Naval Architect shall comply with any pertinent ITAR requirements.

Q: Considering the number of options and unknowns, we would ask for a 2 week extension for the proposal due date.

A. Due to the volume of questions received, a site visit has been set for Tuesday, 2 August 2011 at 10 EDT onboard the State of Maine, 1 Water Street, Castine, ME 04220. Vendors will be permitted to examine drawings and view tanks. Arrangements can made through the COTR, Matt O’Donnell: (757) 287 2849. Quotes will thereby be extended to Monday, 8 August at 1400 EDT.

Q: What is the average number of images per fiche and how many microfiche jackets or films do you have to be processed?

A: There is one microfiche for each drawing page. (See drawing list in RFQ).

Background: SOW Intent paragraph 3 quoted material; "3. Ship’s Service Diesel Generator Replacement Concept Study: Provide engineering and concept drawings which provide two separate options for replacing the three existing 900 Kw, MAK 6 M 332 ship’s service diesel generators with Tier III compliant generators."

SOW Work Description CLIN 0003 quoted material; "CLIN 0003 - Ship’s Service Diesel Generators Replacement - Concept Study and Concept Drawings: It is the purpose of this ITEM for a Naval Architect to provide a concept study and concept drawings for two separate options……diesel generator. The preliminary engineering and concept drawings shall define the requirements (in terms of both cost and modifications required) to accomplish both options with regard to the following:...."

Q: The intent for Tier III compliant generators is not repeated in the Work Description section. Does the government require Tier III generators?

A: The government requires a system design using the specified engines (MAK 6M20C and 8M20C or equal) that complies with both EPA Tier 3 and IMO Tier III requirements in so far as PM and NOx emissions. Meeting this requirement will require design specification of SCRs and/or similar after-treatment devices in order to meet the EPA and IMO requirements. These engines will burn marine distillate diesel fuel.

Background: If the answer to 1 above is yes, the Tier designation requirement is not clear.

Q: Does the government require IMO Tier III compliant generators or EPA Tier 3 compliant generators? Also, since engine certification is tied to fuel, please advise what fuel is required?

A: The government requires a system design using the specified engines (MAK 6M20C and 8M20C or equal) that complies with both EPA Tier 3 and IMO Tier III requirements in so far as PM and NOx emissions. Meeting this requirement will require design specification of SCRs and/or similar after-treatment devices in order to meet the EPA and IMO requirements. These engines will burn marine distillate diesel fuel.

Background: Information available in the public domain indicates that the selected replacement generators may not have the ability to meet IMO Tier III or EPA Tier 3 requirements without exhaust gas after treatment.

Q: Do the selected engines meet the applicable exhaust gas emissions limits without after treatment? If not, is the design of such a system to be included in the scope of this project?

A: The engines specified do not currently meet EPA Tier 3 or IMO Tier III requirements by themselves and would require SCR or similar after-treatment devices. The specifying of an after-treatment device is required as part of this SOW.

Background: Work Description CLINs 0001, 0002, and 0004 state: “ABS engineering and drawing review costs shall be invoiced to the Government.”

Q: Does the government require that the contractor enter into a subcontract for engineering and drawing review tasking to ABS but have ABS invoice the government directly, or will ABS conduct the work under a contract with the government?

A: The government does not require the contractor to subcontract to ABS. ABS will invoice under an existing contract with MARAD.

Background: Work Description CLINSs 0001, 0004, 0006, and 0007 depend on a government decision to award or not. Vendors must still provide a price for these option CLINs.

Q: When in the period of performance will the government declare those options?

A: The only CLINs that are options are #’s 4, 6 and 7. CLIN 4 shall be decided on based on the results of CLIN 3. CLIN 6 and 7 shall be decided on based on the results of CLIN 5. The contractor shall complete CLINs 3 and 5 in a timely manner such that a timely decision can be made in order for the Option CLINs to be exercised and completed before the end of the performance period.

Background: Work Description CLIN 0002 states: “It is the purpose……. to the fire control room and down to two the shore power breakers located on the main switch board.”

Q: Is there something missing from the above statement or should the word “two” be deleted?

A: Yes, the word “two” should be deleted so that the paragraph reads as follows: “It is the purpose of this CLIN for a Naval Architect to provide USCG and ABS stamped approved, detailed drawings and specifications to be used by a ship yard to modify the two existing shore power feeders such that they run from a new connection box adjacent to the fire control room and down to the shore power breakers located on the main switch board”.

Background: Work Description Items 0006 and 0007 and the “Government Provided Materials” section describe requirements for preparing an inventory of ship’s drawings and removing them “after receiving written approval from the ship’s Chief Engineer.”

Q: Are the paper and microfiche drawings to be returned to the ship at the conclusion of the project?

A: The drawings and/or microfiche must be returned immediately after they have been copied as they are needed aboard the ship.

Background: The Excel spreadsheet attachment requires individual prices for project items 1 through 7.

Q: Are responders required to submit prices for all items? And might the government choose different contractors item by item?

A: The contractors shall provide pricing for all items. Only one contractor shall be chosen to perform the entire SOW.

Q: On what type microfiche are the ship’s drawings recorded, i.e, aperture card, flat film, reel negative, etc.?

A: Aperture cards.

Q: On what medium are the hardcopies, i.e., sepia, velum, mylar, blueprint, etc.?

A: They are a variety.

Q: Are the hardcopies and the microfiche two sets of the same drawings, and does each drawing on the STATE OF MAINE Drawing List have a hardcopy and microfiche copy?

A: The microfiche duplicates the drawings.

Q: Are the drawings in the STATE OF MAINE Drawing List the latest ABS and/or USCG approved versions? And do they reflect the current condition of the ship?

A: Except for a dozen or so drawings that have been modified over the last 3 years, the majority of the drawing list contains the latest ABS and/or USCG approved versions. The ship was delivered as a research vessel in 1990 and converted to a school ship in 1997. In this regard, it is often necessary to combine several drawings in order to determine the current condition of the ship.

Q: Is there any information regarding drawing sizes. This will greatly impact the scanning portion of the project: Item 0005, 0006 and 0007. Even a rough estimate would be very helpful.

A: The drawings are of various sizes. Most are approximately 6 ft long x 2-1/2 ft wide.

Q: Is there any other electronic vessel data available other than the Cargo Max data files?

A: There are only about one dozen other drawings that are in an electronic format such as Fire & Safety Plan, etc.

Q: For those drawings requiring modification, is it acceptable to leave all drawing elements as-scanned and converted to AutoCAD with only those elements requiring modification converted to easily editable AutoCAD entities (lines, text, dimensions)?

A: Yes.

Q: Will it be necessary to convert amended drawings to microfiche and/or make paper copies, or will electronic versions be adequate?

A: It will NOT be necessary to convert amended drawings to microfiche. It shall be required to provide both printed (of a size which makes it easily readable) and electronic copies of any amended drawings.

Q: Submittal of a technical proposal is not mentioned in the solicitation. Is a technical proposal required to be submitted? If yes, what are the requirements and instructions, if any?

A: A technical proposal is not required for the solicitation.

Q: Submittal of resumes is not mentioned in the solicitation. Are resumes required to be submitted and if so for whom?

A: Resumes are not required for the solicitation.

Q: CLIN 0001 states that the ship Trim and Stability Booklet shall be updated. In what media (hard copy, Excel, pdf, etc.) is the existing Trim and Stability Booklet, and is the updated booklet required in the same media?

A: The Trim and Stability Booklet is in both hard copy and pdf format. The updated booklet must be in the same format.

Q: CLINs 0001, 0002, and 0004 require specifications to be provided. What type of specification is required (work specification, equipment procurement specification, etc.)?

A: Work specifications are required to sufficiently detail the modifications and installations required to be performed by a shipyard.

Q: CLIN 0003 in the solicitation states "The preliminary engineering and concept drawings shall define the requirements (in terms of both cost and modifications required)…". What are the requirements for development of the cost estimate in terms of scope, format, and level of accuracy?

A: The cost estimate must be determined by serious investigative market research and/or other methods backed-up with hard data from similar work scopes relative to material and labor costs.

Q: CLIN 0004 states "…the Naval Architect shall update and submit for approval any other drawing or document required to be developed, modified, and/or approved by the regulatory agencies…". Typically ABS requires a fault current analysis, protective device coordination study, and electric load analysis for this type of modification. Will these be required?

A: Yes, if “required to be developed, modified, and/or approved by the regulatory agencies”.

Q: CLIN 0006 in the solicitation requires conversion of hard copy drawings to pdf files of up to approximately 2000 drawings. The ship's drawing index lists these drawings but does not state size. What are the approximate total number of sheets for each size of drawing that will need to be scanned?

A: The total number of drawing sheets is not known but does fill 33 file cabinet drawers. Some drawings are only one sheet, others can be 8, 12 or more. Many of the drawings are about 6 ft long x 2-1/2 ft wide. Some are smaller, some may be larger.

Q: Other than period of performance, there is no mention of schedule in the solicitation. Are all deliverables due on 1 February 2012?

A: Yes, however, it is expected that the contractor will copy and return all drawings in an expeditious manner.

Q: Is a copy of the current Booklet of General Plans available as GFI to assist in bidding this effort?

A: This author has no knowledge of a booklet of general plans being aboard.

Q: Are the Ship’s Service Generator Foundations and any supporting ship’s structure and the Power distribution one-line diagram and a shore power one-line diagram (if separate) available as GFI for bidding purposes?

A: The drawings mentioned are only available in printed format.

Q: The sewage tank aeration systems – is it going to be independent or run off the ship’s services air compressor?

A: An independent compressor is preferred for tank aeration.

Q: Will the new sewage tanks need to be equipped with tank level alarm systems and remote TLIs?

A: Yes.

Q: CLIN 0003 and 0004 – is there a requirement for emergency shutdown form the fire suppression system?

A: Yes, if required by the regulatory bodies.

Q: Will the tank capacity table need to be updated?

A: Yes, if required by the regulatory bodies.

Q: CLIN 0006 – 0007 – confirm that drawings will be scanned into electronic pdf as is without changing current scale or layout.

A: Correct, providing the resolution enables clarity equal to the original drawing when zoomed.

Q: Drawing List – is the quantity listed the number of pages?

A: The total number of drawing sheets is not known but does fill 33 file cabinet drawers. Vendors will be able to see drawings at the site visit 2 August at 1000am EDT. Some drawings are only one sheet, others can be 8, 12 or more. Many of the drawings are about 6 ft long x 2-1/2 ft wide. Some are smaller, some may be larger.

Q: For CLIN 0003 – Ship’s Service Diesel Generator Replacement: Is the resizing of the existing ventilation systems required due to the increase in the KW output of the generators?

A: This would need to be determined by the contractor.
