Instructions to Offerors
RFQ DTFR53-16-Q-00008
“Program Evaluation Capacity Building”
The Federal Railroad Administration intends to acquire services to provide on-going program and technical evaluation advisory and educational support to Office of Research, Development and Technology program managers when conducting internal and external evaluations.
Evaluation Criteria
1. Technical Approach Offerors will be evaluated on their technical approach to accomplishing the SOW tasks.
The technical approach shall demonstrate the offeror’s understanding, knowledge, and flexibility in accomplishing the Statement of Work tasks. Offerors must address each SOW task separately, including a description of their methodology for completing the tasks.

2. Key Personnel
Offerors will be evaluated on their proposed key personnel. Offeror shall describe and submit the resumes of the project’s key personnel. Resumes shall demonstrate relevant education and experience for performing work similar to the SOW tasks.
• Key Personnel Description Page Limit: 2 Pages, 12 pt. font
• Key Personnel Individual Resumes Page Limit: 2 pages (each), 10 pt. font minimum
Desired Minimum Qualifications
The contractor shall be capable of providing the following personnel with the stated desired qualifications:

Principal Investigator (or equivalent designation)
Social, Behavioral, Political or Management Sciences, including Education, Educational Psychology, Psychology, Anthropology, Sociology, Management, Organizational Behavior, Policy Studies, or a related field of study and at least 5 years of program evaluation experience. Ph.D desired. Credited with several publications in peer-reviewed evaluation journals. First author publications are highly desireable. A strong background in both research methods and evaluation is essential.
Other Staff Social, Behavioral, Political or Management Sciences, including Education, Educational Psychology, Psychology, Anthropology, Instructions to Offerors

Sociology, Management, Organizational Behavior, Policy Studies, or a related field of study and at least 5 years of program evaluation experience. Master’s Degree preferred. Credited with several publications in peer-reviewed evaluation journals. First author publications are highly desirable. A strong background in both research methods and evaluation is essential.
3. Past Performance
Offerors will be evaluated on their past performance on projects of similar size, scope and relevance. Specifically, offerors shall be evaluated on the quality, schedule, cost control, business relations and management of key personnel on previous work. Offerors shall provide the name and contact information for up to three (3) contracts, performed over the last three (3) years of similar scope, size, complexity and pertinence. Offerors may include work performed for both government and non-government clients as well as work performed as a subcontractor. No past performance questionnaires are required. In addition, other information such as information available from web searches, technical evaluator knowledge and information from the Past Performance Information Retrieval System (PPIRS) may also be used to evaluate past performance.

4. Price Offerors shall submit a firm-fixed-price quotation for this requirement. The firm-fixed-price quotation shall be for the entire period of performance.
