DTYFR53-16-Q-00008 – RDT&E Program Evaluation Capacity Building

OFFEROR SOLICITATION QUESTIONS & ANSWERS

1. Is there an incumbent contractor currently performing these services?

Answer: No.

2. How many people does the FRA expect to participate in training sessions?

Answer: 30 to 40.

3. How many people does the FRA expect to receive Technical Support?

Answer: up to 30.

4. The RFP contains the statement: ...provide RD&T personnel the technical evaluation support to implement the evaluation framework, standards, procedures, checklists and exemplar methods identified in the FRA Evaluation Implementation Plan. Is it the FRA’s expectation that a major objective of the proposed work is to support the RD&T-wide adoption of the evaluation approach articulated in that document?

Answer: Yes.

5. Can we get a copy of the Manual for Research, Development and Technology (RD&T) Program and Project Evaluation?

6. Is the expectation that program managers will acquire the skills to actually perform evaluation themselves, or that they will they will be competent at working with, and directing others who will do the practical work of collecting and interpreting data?

Answer: Both.

7. The FRA has estimated that the Level of Effort (LOE) for Task 1 at approximately 40 hours per month. What about Task 2? For fixed price contract, it is important to know how many to propose?

Answer: For Task 2, the offeror must provide a fixed price for conducting whatever workshops and/or webinars are proposed, including a breakdown of cost per workshop if it so chooses. For example, 4 quarterly 1 to 3 days workshops as well as monthly or b-monthly webinars covering, as a minimum, the following topics: evaluation design; evaluation basics, theories, and methods; the use of logic models; and stakeholder engagement strategies for facilitating use of evaluation findings.
