George Washington Memorial Parkway U.S. Marine Corps War Memorial (Iwo Jima)
Reconstruction of Access Roads, Parking Areas, Sidewalks, and Trails
Solicitation: DTFH71-17-R-00011
The purpose of this Amendment is to:
1) Add completion of construction activities requirement.
2) Revise Section 609 of the Special Contract Requirements (J Pages) to clarify curb and gutter construction requirement.
3) Provide a summary of responses to questions/clarifications asked by potential bidders.
Completion of Construction Activities Requirement
If the Government awards the contract and the effective date of the Notice to Proceed is no later than August 15, 2017, complete the following construction activities no later than October 7, 2017 per Subsection 108.01 and Amendment 2.
1) Complete all work shown in the plans from station 27+00 to station 32+25, including but not limited to all pavement removal and reconstruction, curb and gutter removal and replacement, and all other miscellaneous work within these limits.
2) Complete all work shown in the plans located within the interior circle of the access road, including but not limited to all asphalt trail sidewalk milling, asphalt trail sidewalk paving, conduit installation, and all other miscellaneous work in this area.
Special Contract Requirement Changes
Delete Subsection 609.05 of the Special Contract Requirements, page J-18, and substitute the following:
609.05. Delete the second sentence and substitute the following:
Use slip-form paving machine for curb and gutter construction, except in locations where slip forming is not possible as determined by the CO or where curb and gutter runs are less than 100 feet. Use cast-in-place curb and gutter in these locations. Use the same cement, pozzolan, coarse aggregate, and fine aggregate sources for both slip forming concrete mix design and cast-in-place mix design.
Bidders Questions/Clarifications
Questions/Clarifications
Can we can open a section of concrete pavement if the 7-day breaks reach 4000 pound per square inch (psi) strength.
Response: As discussed during the phone conversation between the Government and M&F Concrete on 7/19/17, the 10-day curing requirements as detailed in Amendment 1 will still apply.
108.01 “Complete the following construction activities no later than October 7, 2017 with a NTP date no later than August 15, 2017”.
Response: Clarification to the construction activity completion dates have been incorporated in Amendment 3.
501.07 Eliminate the paving machine requirement since the width of the roadway is not regular and we will be phasing the paving at the longitudinal joint in order to perform the work on time. We propose the use of manual paving with laser screed leveling.
Response: As discussed during the phone conversation between the Government and M&F Concrete on 7/19/17, using a vibrating truss screed is considered an acceptable construction method under Subsection 501.07.
609.05 Eliminate the slip form machine requirement since we do have enough linear footage per phase to make the use of a slip forming machine practical/cost effective. We propose manual placement of curb and gutter.
Response: As discussed during the phone conversation between the Government and M&F Concrete on 7/19/17, curb and gutter run sections greater than 100 feet will require the use of a slip form machine unless otherwise approved by the CO.
Clarification to the curb and gutter work slip form machine requirements have been incorporated in Amendment 3.
