Project NP MANA 001S(1)

Manassas National Battlefield Park - Stone Bridge Solicitation: DTFH71-17-B-00026

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications submitted by potential bidders.

2) Change the Bid Opening date to July 13, 2017, at 2:00 p.m.

Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Estimated quantities of stone masonry repointing is given as “1,500 LF.” The linear footage of the mortar joints in this structure measures approximately 3 LF per 1 SF. By this estimation only 500 SF of stone masonry would be repointed. Just the parapet alone has approximately 1,100 LF of mortar joints on the roadbed side. Please clarify if 1,500 LF is the quantity of repointing that should be included in the bid.

Response: The entire bridge does not require repointing. We are only proposing the repointing to be done after field review by the Contractor and CO. Please use the quantities as shown in the Bid Schedule.

2. Are the stone walls which are not part of the bridge structure but appear to be retaining walls (which abut the bridge structure on the north side) included in the masonry restoration scope.

The retaining wall question is in addition to the scope that does include “cleaning the 2 weep holes” noted in the “Estimated Repair Quantities” List.

Response: The walls are included in the scope and only two weep holes were located in the field.

3. Will a Site Walk be scheduled, if so, when?

Response: No.

4. There appear to be significant bulges in the existing bridge structure at the Northwest and Southeast Abutment walls that may require removal and reconstruction. There does not appear to be any allowance made in the design documents for any of this work. Are we to include any rebuilding in the cost proposal?

Response: The bulges in the walls have been there for more than 20 years (per past inspection reports) and will not be reconstructed.

5. Please provide a Mortar Specification.

Response: The mortar is required to match the existing mortar in color and texture, as stated in Section 620 of the Special Contract Requirements (SCRs), pages J-17 and -18 of the solicitation booklet. The motor also has to meet the material requirements as shown in Subsections 620.02 and 712.02 of the FP (standard specifications book).

• Will testing be required? if so, what type and quantity of testing will be required?

Response: For testing requirements, see Section 620 of the FP and Subsection 712.02 of the FP.

6. We believe that when mortar is removed for repointing that some stones will become loose due to the fragile state of the walls and mortar joints in places. Is there an allowance for replacing these stones?

Response: The pay item 62002-0000 “Stone Masonry” is for stone replacement. The stones are to be reset if they come loose. See sheet R05 of the plans and Section 620 of the SCRs.

7. Is there a supply of replacement stones that are available for use in any reconstruction that may be required?

Response: As stated in Section 620 of the SCRs, existing stone, original to the bridge, is to be reused to the extent possible. If there is not enough existing stone available, it is the Contractor’s responsibility to supply stone and obtain approval from the CO before its use.

8. Please provide a schedule start and finish date for planning purposes. If the project is started in the fall, Winter Protection (heat and tarping) may be required. If Winter protection is needed, it will be included in the price of the project.

Response: Please see page 2, last paragraph, of the B Pages - Bid Schedule Instructions (in the solicitation booklet), which states “Bidders are to assume … the start of construction activities to be no earlier than October 2017.” Please also see Subsection 108.01 of the SCRs which includes several work restrictions.

9. Follow up to OHWM question asked previously.

• Drawing M04 refers to OHWM 161.3. Is this a "2 year" or "10 Year" elevation?

Response: This is the Ordinary High Water Mark as surveyed.

• Drawing M04 refers to 930 CUFT. Is this Cubic Feet per Minute or per Hour?

Response: 930 CUFT is the volume of water that the stone will replace and OHWM.

• Drawing M04 refers to 437 CUFT. Is this CF per Min or CF per Hour?

Response: 437 CUFT is the volume of water that the Diversion Berm will replace and OHWM.

• Drawing M05 has similar questions for values referencing CF. Is this CF per Min or per Hour?

Response: As noted, the CUFT values on M05 are displaced volumes of water in relation to construction activities.

• Will historical storm water elevation levels be provided so the bid costs can be attributed to water control methods?

Response: See plan sheets M04 and M05 for Ordinary High Water Level (OHWL).
