Choctaw Lake Bridge Replacement NEPA Compliance Activity

Project Description

The project consists of replacing the bridge and spillway at the Choctaw Lake Recreation Area in Tombigbee National Forest, Choctaw County, MS. This is a publically used portion of Choctaw Lake for access to the recreation area. The purpose and need for this project is to improve public safety, protect resources of the Choctaw Lake recreation area and to improve the transportation system.

Description of Events

Upon receipt of the Choctaw Dam and Spillway Decision Document from the Forest Service (FS) on March 19, 2014, the Federal Highway Administration (FHWA) proceeded to adopt the document for use as dictated by division policy. During adoption, it was discovered that a thoroughly vetted consultation process for Section 106 compliance had not been undertaken by the FS. This was communicated to the appropriate personnel at the Choctaw Dam, upon which they commenced to conduct Section 106 consultation with the State Historic Preservation Officer (SHPO). This process lasted until November 3, 2015 which culminated in a concurrence of no adverse effect, fulfilling the requirements for Section 106, as amended. The concurrence document has been attached to the original Categorical Exclusion.
