Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. What type and size of pipe is to be used for the waterline and siphon system (new and temporary)?

Response: A temporary waterline is not required. For the new waterline, use a 4-inch diameter polyvinyl chloride (PVC) pipe or an equivalent pipe size approved by the CO.

Other waterline requirements have been added to the Special Contract Requirements (SCRs).

2. Will the replacement siphon be installed on top of the spillway similar to the existing siphon?

Response: Section 611 of the SCRs requires the Contractor to design the replacement siphon system. The location of the new system will be determined by the Contractor’s design and as approved by the CO.

3. Sheet # D06 references Section 611 for requirements for replacing the siphon system. There are no material requirements given. Please provide material requirements for the required siphon.

Response: Section 611 has been revised to include material requirements.

4. There is an existing trash rack at the beginning of the spillway. I don’t see any provisions to remove or replace this trash rack.

Response: Pay Item 61901-2250 Fence, Rail (Trash Rack) has added to replace the existing fence (trash rack). The removal of the existing fence is considered incidental to the removal of the spillway and installation of the new fence; please see Subsection 109.05 of the FP (standard specifications book) which explains scope of payment for direct and indirect work. Bidders will have to determine where they account for indirect work.

Please also see Subsection 101.02 which also explains where applicable direct and indirect work is located within the FP.

5. How deep are the existing timber piling in the spillway to be removed?

Response: The existing timber piling depth in the spillway is unknown; therefore, saw cut and remove to a depth of 3 feet below the existing spillway surface.

6. Page J-7 of the Solicitation refers to the requirements of the removing, storing and resetting the existing pedestrian bridge superstructure under Section 203. – Removal of Structures and Obstructions. Shouldn’t the pedestrian bridge work be included in Line A0200 Item Removal of Bridge Superstructure (and Reset)?

Response: Line Item A0200, Pay Item 20304-4000 Removal of Bridge Superstructure (And Reset) is for the removing and resetting of the pedestrian bridge.

7. Should the removal of the existing spillway be included in Line A0160 item, Removal of Structures and Obstructions?

Response: Line Item A0160, Pay Item 20303-0000 Removal of Structures And Obstructions is for removal of the existing spillway.

8. Do the concrete masonry unit (CMU) blocks have a smooth face or an architectural face?

Response: Use split-face CMU for hollow CMU and smooth face CMU for solid CMU.

9. The block wall would be what I would be installing. I am concerned that there is no concrete to dowel into and that there is no vertical support. Most walls we construct that are structural have at least 4'0" o.c. vertical grout filled cells full height and like the drawings show a horizontal poured bond beam.

Response: The CMU facing is not a structural member of the Geosynthetic Reinforced Soil - Integrated Bridge System (GRS-IBS); it serves as a façade and form for each lift of fill. The CMU facing is to be constructed according to the plans and specifications (Section 574 of the SCRs).

For additional information, please refer to GRS-IBS Interim Implementation Guide, FHWA- HRT-11-026 website (https://www.fhwa.dot.gov/publications/research/infrastructure/structures/11026/11026.pdf) and FHWA GRS-IBS website (https://www.fhwa.dot.gov/innovation/everydaycounts/edc- 3/grs-ibs.cfm).

10. I am concerned for our liability without the normal grout filled cells to prevent lateral movement. I realize the geotech material that is laid into the block and under the stone is supposed to do this. Will the Government take the liability for this wall if we construct it as shown?

Response: Please see above response for further information on how to prevent lateral movement of the CMU block. Also refer to Section 107 and specifically Subsection 107.06 of the FP for the Constructor’s responsibility.

11. The wall dimensions vertically say to install 4 courses solid block, 9 courses hollow block, and 3 courses filled concrete block; this totals 16 courses. At 2'0" per 3, courses this works out to a 10'8" overall height. The two dimensions shown on the R05 and R06 drawings show bottom of block wall to be 358.80 and top to be 368.97, which is 10'2" overall. Which dimension is correct? 10'2" or 10'8"? and if it is not 10'8", what adjustment to the wall will be made to get to the 10'2"?

Response: There is no connection between the CMU blocks and the geosynthetic reinforcement, therefore the actual CMU dimension (7-5/8 inches by 7-5/8 inches by 15-5/8 inches) is used to calculate the total height.

12. The plans show the Cellular Confinement System at 24-inch depth under the spillway. Our supplier states that this material comes in 8-inch thickness. Can we stack three layers of CCS to make it 24-inch thick?

Response: Yes, please see Subsection 629.06 of the SCRs which states each layer of CCS is to have a “nominal cell depth of 8 inches”.

13. The Diaphragm Detail drawing (R13) note 1 calls for the high strength steel bar to be Grade

150. I have found a supplier for Grade 105 and he informed me that he has never seen a Grade

150. Is this supposed to be Grade 105 instead of Grade 150?

Response: The plan sheet is correct; the high-strength steel bars must conform to AASHTO M 275, Type II, Grade 150.
