Project Proposal
The project will replace the William’s Creek (Shoup) Bridge with a two lane bridge rated for highway loading and includes realignment of approximately 825 feet of roadway. A temporary bridge will be provided or the existing bridge will remain in place during construction.
The approach to the bridge from each direction will be realigned to better match the alignment of the William’s Creek Road west of the project limits. Modification to an existing irrigation ditch and culvert west of the bridge will be part of the roadway realignment and bridge replacement.
The project is needed to address safety hazards mainly due to impediment to the flow of traffic on the busy County road as well as that of State Highway 93and to improve load capacity restrictions, railing deficiencies and reduce operation and maintenance costs.
Background
The existing bridge is single lane structure built in 1952. The road currently transitions from a 22 foot wide paved surface to the 13.5 foot wide bridge. The bridge is a 3 span, 230 foot steel girder and concrete deck structure and has 2 concrete abutments and 2 in river piers. It is a two girder steel structure and classified as fracture critical, which means if one girder fails, the whole bridge would fail. It requires fracture critical inspections using a specialized Reach-All truck on a 24 month interval. National Bridge Inventory (NBI) Item 113 – Scour Critical Bridges is coded as unknown foundation because the bridge has not been evaluated for scour. Because of this the bridge is flagged for monitoring during flood events and if appropriate, closure. Underwater inspection of the in-river piers is required on a 60 month interval. Scour concerns are identified in past bridge inspections and a costly scour assessment is needed.
The bridge was retrofitted in 1994 to increase the load capacity for mining operations. It included installing dewy dag rods near the bottom flange and core drilling the deck for attaching shear studs to the steel girders. The concrete deck was patched and grouted and the deck was epoxy injected to glue severely cracked areas together.
The concrete deck continues to deteriorate and new cracks continue to form. The performance and reliability of the retrofitted bridge system is unknown due to the condition of the deck and connection to shear studs introduces an element of uncertainty and risk to the load rating analysis. The lead base paint on the steel girders continues to deteriorate exposing the steel girders to corrosion and pitting. Significant maintenance costs are anticipated in the next decade as the concrete deck and the steel girders deteriorate. Maintaining the paint on the steel girders and repairing the concrete deck requires specialized containment and hazardous waste disposal.
Sufficiency Rating
Sufficiency ratings are used by the Federal Highway Administration to select candidate bridges for the Highway Bridge Program. Sufficiency ratings are determined during the biennial bridge inspection and are intended to indicate a measure of the ability of a bridge to remain in service.
Calculations for Sufficiency Ratings utilize a formula that includes various factors determined during the bridge field inspection and evaluation. Ratings are on a scale of 1 to 100, with 100 considered as an entirely sufficient bridge, usually new; an entirely deficient bridge would receive a rating of 0.
New Sufficiency Rating Determined
In January of 2013 it came to our attention that the State of Idaho Transportation Department’s (ITD) records for the Shoup Bridge (IDT Bridge key 327456) had inaccurate data affecting the calculated sufficiency rating.
The inaccurate data includes the detour length, the average daily traffic (ADT), and approach roadway width. This recorded information for the Shoup Bridge resulted in a calculated sufficiency rating of 76.8.
The recorded 13 mile detour length was corrected to a 100 mile measured detour length.
The recorded approach roadway width of 14 feet was corrected to the actual measured 22 foot width. This correction classified the bridge as single lane with two way traffic.
The recorded 450 ADT was changed to reflect actual traffic counts performed by Lemi County in 2011. This traffic study determined the ADT to be 843 vehicles per day on the Williams Creek Road. The higher ADT and reclassification to a single lane bridge with 2-way traffic resulted in a NBI deck appraisal rating of 2 meaning the condition is basically intolerable requiring a high priority of replacement.
The new correct data for the Shoup Bridge results in a calculated sufficiency rating of 58.

7 1/2-inch thick cast-in-place deck with asphalt wearing surface. Previous reports indicate deck has transverse and pattern cracking, and spalling to 3/4 inch deep. 30 foot by 2 inch by 1 inch deep gouge in asphalt in span 1.

(2) 3-span continuous, wide flange steel girders at 10 feet center to center with bolted moment splices; there is (1) loose bolt at the east splice of the downstream girder (girder 1). Welded built-up steel diaphragms; connection angles for diaphragms are intermittent-welded to the girder webs full height.
Girders have been retrofitted with post tensioning Dywidag rods in tension zones. At the west span (span 1) downstream girder, the post tensioning connection bracket has moved 1/16 inch; no change since 2009. There are (2) loose bolts at the post tensioning connection bracket at the west span (span 1) upstream girder, (3) loose bolts at the post tensioning connection bracket at the east span (span 3) upstream girder, and (1) loose bolt at the east span (span 3) upstream girder.
Several small areas of light to moderate corrosion: upstream girder, west span by pier (girder 2, span 1); downstream girder, center span by west diaphragm (girder 1, span 2); and upstream girder, east span (girder 2, span 3). Some moderate corrosion is visible at edges of top flanges that are enclosed in the deck, especially at upstream girder in the west span (girder 2, span 1).
Scattered areas of very light freckled rust throughout, and light rust at the ends of the girders. Pack rust between the top flanges of the steel end diaphragms and the concrete fillets above.

Abutments consist of cast-in-place concrete caps on (2) cast-in-place columns each, cast-in-place backwalls, and wingwalls continuous with the backwalls. The steel girders align with the columns.
Edge spalling full length of the east abutment cap due to disintegrating concrete, and three 8-inch x 12-inch delaminations (abutment 2).
Minor hairline cracking at backwalls and wingwalls; disintegrating concrete at tops of the SE and SW wingwalls with a small rebar exposure at the SW wingwall.
