Liquidated damages will not be assessed for the following:
(a) The day of the final inspection.
(b) Days required to perform work added to the contract after substantial completion including items identified during the final inspection that were not required before that time.
(c) Delays by the Government after all work is complete and before a formal acceptance is executed.
(d) Periods of time when all work is complete but acceptance is delayed pending the plant establishment period or similar warranty period.
(e) During winter shutdown periods ordered by the CO.

Section 311. — STOCKPILED AGGREGATE
(ADDED SECTION)
Description
311.01 This work consists of crushing material from a Government-provided material source and constructing stockpiles of the processed select borrow and aggregate surface course at designated sites prepared by the Contractor.
This work also consists of processing existing stockpiles of reclaimed asphalt pavement (RAP) at MP 5 pit then constructing stockpiles of the processed RAP at designated sites prepared by the Contractor.
Material
311.02 Definitions.
(a) Waste. Unsuitable aggregate surface course and select borrow material.
311.03 Conform to the following Subsections:
Surface Course Aggregate 703.05 (a) and (d) Recycled asphalt pavement 703.19 Select Borrow 704.07 Bentonite 725.23
Construction Requirements
311.04 Production. Produce aggregate surface course and RAP as specified under Section 703.
Produce select borrow as specified in Section 704.
After a representative quantity of aggregate is produced, determine the amount (percent by mass) of bentonite to be added to the crushed surface course aggregate to meet the plasticity index requirement in Subsection 703.05.
311.05 Mixing. Incorporate the amount of bentonite required to meet the plasticity index requirement in Subsection 703.05 into the surface course aggregate as follows:
Use a stationary pugmill with weighing or metering equipment capable of accurately controlling the material entering the mixer. Interlock the metering controls for the aggregate feed with those of the bentonite to ensure uniform introduction of material into the mixer. Maintain the accuracy of the amount of bentonite added to within +/-0.5 percent by mass of the target rate determined under Subsection 311.04.
311.06 Stockpiling. Prepare existing sites as necessary to accommodate the quantity of select borrow, aggregate surface course, and RAP to be stockpiled and provide a uniform cross-section that drains.
Obtain site approval before stockpiling aggregates or select borrow. Construct the stockpiles neat and regular in shape, with sideslopes no flatter than 1.5:1. Build the stockpiles in layers not to exceed 4 feet in thickness. Construct stockpile layers by spreading materials with trucks or other approved pneumatic-tired equipment. Complete each layer before beginning subsequent layers.
F-20
Do not push aggregates or RAP into piles. Do not dump the aggregate or RAP so any part of it runs down and over the lower layers in the stockpile. Do not drop aggregates or RAP from a bucket or spout in one location to form a cone-shaped pile.
Do not stockpile aggregate or RAP where traffic runs through the piles. When operating trucks on stockpiles, use plank runways, where required, to avoid tracking dirt or other foreign matter onto the stockpiled material.
Space stockpiles far enough apart or separate stockpiles by suitable walls or partitions to prevent the mixing of the different aggregate gradations.
311.07 Waste Material. Dispose of processing waste material according to Section 105 and as directed by the CO. Aggregate surface course waste material may be combined with select borrow waste material.
311.08 Acceptance. See Table 311-1 for sampling and testing requirements.
Aggregate will be evaluated under Subsections 106.02, 106.04, and Table 311-1.
RAP will be evaluated under Subsections 106.02, 106.04, and Table 311-1.
Select borrow will be evaluated under Subsections 106.02, 106.04, and Table 311-1.
Bentonite will be evaluated under Subsection 106.03
Measurement
311.09. Measure the Section 311 items listed in the bid schedule according to Subsection 109.02 and this Subsection.
Measure stockpiled aggregate by the cubic yard in its final stockpiled position.
Measure RAP by the cubic yard in its final stockpiled position.
Measure stockpiled select borrow by the cubic yard in its final stockpiled position.
Measure bentonite by the ton.
Inform the CO one day prior to measurement of a stockpile.
Do not add to a stockpile that has been measured. Start subsequent stockpile(s) if needed.
Payment
311.09 The accepted quantities, measured as provided in Subsection 109.02 and above, will be paid at the contract price per unit of measurement for the Section 311 pay items listed in the bid schedule.
Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
