Questions & Answers for UT FLAP 149(1), Highway 149 Widening

DUE DATE QUESTION: We have been asked to extend the bid opening. Due to the end of the fiscal year, the Government cannot grant this request. We do give 30-days for bids, so contractors are urged to gather their pricing prior to the labor-day weekend. Additionally, please remember that your bid package must be received by the bid date, AND you can email/fax in last-minute pricing changes up to the bid closing time. See page A-ii of the IFB for last minute pricing changes.

Finally, the Government already provided 33-days for this offering, which is 3 days more than the 30-days normally given. While it is unfortunate that some of these days are over the Labor Day weekend, we are not going to extend the deadline.

Q1: Item in question is Line Item No. A0920, Structural concrete, Class A (AE). Need clarification on what this line item covers. Is this line item just for the concrete on the bridge, Abutment, deck, approach/sleeper slab? Is it supposed to include the bridge railing as well? Just wanted some clarification so we can price out more accurately.

A: Line Item No. A0920, Structural Concrete, Class A (AE) is for the concrete deck, abutments, approach and sleeper slabs. Also, see Specifications and Estimate Note (2) on Sheet S2, for included secondary items. The concrete rail is paid for by the linear foot under pay item 55601- 0500.

Q2: Can you move the bid due date back a few days or a week?

A: Unfortunately, this project has constraints that require a fast start. That, coupled with the Governments end of fiscal year, require that this project remain on track and the bid opening not be extended.

Q3: On page A-7 in the IFB document it states that Type 1 antistrip will used but on page E-33 of the same document it states that Type 3 antistrip will be used. So which is it?

A: Type 3 (lime) antistrip is required as per the SCRs. An addendum will be issued to correct the Pay Item Description.

Q4: This Question is in regards to pay item 55115-1000 Preboring. After Talking with a Pile Driving Sub who is looking into this job, they see no spec or mention of preboring as a requirement. They believe that it will not be necessary based on the bore logs. Is this process required or optional.

A: Preboring will not be required provided that Piles are installed to the minimum tip elevation without damage as verified by the Dynamic Pile Load Test (Pay item 55104-1000). If Preboring is required for installation, it will be paid for at the unit price in the bid schedule (Pay Item 55115-1000).

Q5: From what we are seeing in the plans on the UT FLAP 149 project, there is over 18000 CY of borrow to be brought onto the project. Would you consider adding a Borrow Item to the bid schedule?

A: No. Accepted quantities will be paid at the contract price per unit of measure as defined in the specifications and pay items listed.

Q6: Does the CO have a borrow source identified for this project?

A: No Borrow Source has been identified.

Q6: I am wondering what type of mulch you want for the Hydraulic Mulching line item for the SR-149 Widening project. Do you want a Bonded Fiber Matrix product or a regular Wood Fiber Mulch with tackifier. What rates do you want as well for whatever mulch product you want?

Q7: Are the Traffic control plans going to be based on FHWA MUTCD Standards or the Amended Utah MUTCD? There is a bid item: 63502-0700 Temporary Traffic control, Cones, in the Utah Amended MUTCD cones are not allowed on highway projects. So I just wanted clarification on what standard we are going to follow on this project.

A: FP-14 Section 635.04 refers to the MUTCD, not the Utah MUTCD.

Q8: Clarification on how we are to bid the Traffic Control Items, such as Cones, Drums, Warning Lights, and Message Signs. It states that we need to provide a unit cost per each item, is that a cost per item for the duration of the project, or is it a cost per item to purchase. We assume it’s a cost per item for the duration of the project, but I just wanted clarification.

A: See FP-14 Subsection 635.24… ‘When measuring temporary traffic control items, measure only one time even if replocated or replaced, except for pay items paid by the hour’

Q10: Is there an Oil Adjustment Clause to protect the asphalt contractors from a spike in oil prices?

A: No Oil Escalation Clause is included in the contract.
